MINUTES OF THE SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED DECEMBER 18, 2014 Present: Council President Jones, Council Members Barker, Brossard, Hemann, Kearney and Schumann Also Present: Mayor Kennedy, Director of Law Gareau, Director of Finance Copfer, Clerk of Council Gallo, Director of Safety /Service Glauner and Director of Human Resources Farver Absent: Council Member Williamson Council Member Limpert Director of Planning /Development Wenger Council President Jones called the meeting to order at 7:15 p.m. in Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance. Councilman Kearney, Chairman of the Finance Committee: The Finance Committee met Thursday December 18, 2014 at 7:00 p.m. Present were committee members Kearney. Schumann and Barker; Council members Brossard and Hemann; Mayor Kennedy, Finance Director Copfer, Safety /Service Director Glauner, and Human Resources Director Farver. • Discussed was Resolution 2014 -100 which is a Resolution approving of and authorizing the Mayor to enter into collective bargaining agreements with the Fraternal Order of Police ("FOP ") /Ohio Labor Council, for the Police Officers and Corrections Officers, for the period January 1, 2015 through December 31, 2017, and declaring an emergency. This is a three -year contract, and the Police Dept. will receive a 2% raise each year. The committee voted 3 -0 to recommend approval of Resolution 2014 -100. Councilman Kearney acknowledged the Mayor, his Administration, Finance Director Copfer, Law Director Gareau and the Police Union for keeping negotiations in -house which saves the tax payers money. Councilwoman Hemann, Chairwoman of the Intra - Governmental Relations Committee: The Intra- Governmental Relations committee met Thursday December 18, 2014 at 6:50 p.m. Present were committee members Hemann and Kearney; Council member Brossard; Mayor Kennedy, Safety /Service Director Glauner, Finance Director Copfer, Human Resources Director Farver and guests • Discussed was Council's reappointment of Thomas Dubowski to the Landmarks Commission for the term January 1, 2015 through December 31, 2016. Dubowski has served for some time on the Commission, and has done a commendable job providing his services as well. Councilwoman Hemann made a motion to
