MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />DECEMBER 18, 2014 <br />Present: Council President Jones, Council Members Barker, Brossard, Hemann, <br />Kearney and Schumann <br />Also Present: Mayor Kennedy, Director of Law Gareau, Director of Finance Copfer, <br />Clerk of Council Gallo, Director of Safety /Service Glauner and Director <br />of Human Resources Farver <br />Absent: Council Member Williamson <br />Council Member Limpert <br />Director of Planning /Development Wenger <br />Council President Jones called the meeting to order at 7:15 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met Thursday December 18, 2014 at 7:00 p.m. Present were <br />committee members Kearney. Schumann and Barker; Council members Brossard and <br />Hemann; Mayor Kennedy, Finance Director Copfer, Safety /Service Director Glauner, <br />and Human Resources Director Farver. <br />• Discussed was Resolution 2014 -100 which is a Resolution approving of and <br />authorizing the Mayor to enter into collective bargaining agreements with the <br />Fraternal Order of Police ("FOP ") /Ohio Labor Council, for the Police Officers <br />and Corrections Officers, for the period January 1, 2015 through December 31, <br />2017, and declaring an emergency. This is a three -year contract, and the Police <br />Dept. will receive a 2% raise each year. The committee voted 3 -0 to recommend <br />approval of Resolution 2014 -100. Councilman Kearney acknowledged the <br />Mayor, his Administration, Finance Director Copfer, Law Director Gareau and <br />the Police Union for keeping negotiations in -house which saves the tax payers <br />money. <br />Councilwoman Hemann, Chairwoman of the Intra - Governmental Relations Committee: <br />The Intra- Governmental Relations committee met Thursday December 18, 2014 at 6:50 <br />p.m. Present were committee members Hemann and Kearney; Council member <br />Brossard; Mayor Kennedy, Safety /Service Director Glauner, Finance Director Copfer, <br />Human Resources Director Farver and guests <br />• Discussed was Council's reappointment of Thomas Dubowski to the Landmarks <br />Commission for the term January 1, 2015 through December 31, 2016. Dubowski <br />has served for some time on the Commission, and has done a commendable job <br />providing his services as well. Councilwoman Hemann made a motion to <br />
