Kim Wenger
From: Jeff Horvath <jhorvath @cuyahogacounty.us>
Sent: Tuesday, January 27, 2015 10:54 AM
To: Pietro Difranco
Cc: Kim Wenger; James Kusner; Stan Kosilesky
Subject: RE: 2015 Structural Inspections
Pete -
Sure, as I described to you, the Full Detail will include:
1. Hands on all elements of the culvert boxes on the enclosed system;
2. Document seams /joints for leaks, spalls, delaminations, openings out of alignment or out of specification;
3. Document all spalls on abutments and piers providing sketches;
4, Document where a floor or deck exists and deficiencies on them with sketches;
5. Probing and depth soundings (if required) at substructure elements;
6. On structures like Greenward & Sherwood, document all rail /fence anchors and associated elements
for deficiencies, pullout, etc.
7. Perform a string survey on Windsor for deflections, movement, shape /bolt issues, etc.
8. Efforts on ODOT's new SMS have also required additional time to upload, document, inventory,
and inquire /reply to queries and issues that they are having within the system.
For the routine inspections, we are able to simply walk through and around structures noting any
outstanding elements and documenting those. We rate the items based on the full detailed sketches,
baseline notes, and previous condition ratings. If there is anything outstanding or noteworthy, we will
inspect more thoroughly those specific items.
Just as an FYI- we are currently less than our intial proposal (2010) for 13 structures.
I hope this helps with your council.
Jeffrey D. Horvath, P.E.
Chief Section Engineer - Bridge Inspection /Maintenance
Cuyahoga County Dept. of Public Works
6100 W. Canal Road
Valley View, OH 44125
216 - 348 -3936
ihorvath@cuyahogacounty.us
From: Pietro DiFranco <PDiFranco @RLBA.com>
Sent: Tuesday, January 27, 2015 10:07 AM
To: Jeff Horvath
Cc: Kim Wenger (wengerk @north - olmsted.com); James Kusner; Stan Kosilesky
Subject: RE: 2015 Structural Inspections
Hi Jeff,
Since the proposal is more than 20% higher than 2014, additional council legislation is required. Therefore it will be on
council agenda 2/3/15, 2/17/15, & 3/3/15. We will let you know when it's authorized.
