Council Minutes of 04-07-2015 <br /> said to Lambert that he hopes he's learned his lesson because they won't be easy the next <br /> time. <br /> Dennis Lambert, 25057 Carey Lane he said he apologizes to Gareau for upsetting him. <br /> He said he respects Gareau for coming up here and voicing his opinion just as he has <br /> voiced his opinion many times. Lambert said the Charter Review Commission before <br /> 2003 had specific instructions that did conform to a higher law. Those specific <br /> instructions were that Council had to put those on the ballot. This wasn't a mailman's <br /> opinion. Lambert said several lawyers reviewed this. Former Law Director Dubelko <br /> issued an opinion at Michael Gareau Jr.'s request that they had to go on the ballot. It was <br /> after when Michael Gareau presented 2003-101 which changed the Charter Review <br /> Commission. The language was deceptive and said "would you like to get rid of the <br /> Charter Review Commission and create a Commission that's an advisory to the Council". <br /> It didn't say that they were taking away the powers of the Commission to put those on the <br /> ballot. Lambert said one of the things he said besides saying Gareau is deceptive is that <br /> Gareau was condescending and he stood up here and said "not some mailman". Gareau <br /> just proved his point. Mayor Kennedy said he remembers when Lambert came to a <br /> Council meeting and said "I'm more man than that; you'll never find me online blogging <br /> bad-mouthing people online. I'll come up and tell you right to your face". Mayor <br /> Kennedy asked Lambert if he was online blogging. Mayor Kennedy said Lambert said if <br /> Mayor's Court works he will come up there and tell you it works and tell you that you <br /> were right. Mayor Kennedy said Lambert cowered down like a little coward. Mayor <br /> Kennedy asked Lambert again if he was online blogging because he said he would never <br /> do it. Lambert said that he never said he wouldn't do anything. The answer is it's none <br /> of your business what I do in my private life. Mayor Kennedy said then don't come up <br /> here and tell him he doesn't do it. <br /> Michael Gareau, 6050 Barton Road said he does not accept Lambert's apology for <br /> making him angry. He said he doesn't care who Lambert talked to. He knows what his <br /> own opinion is and case law he's read and what the Constitution says. There are two <br /> ways to amend the Charter—2/3 vote of Council and by petition. That's it. <br /> LEGISLATION <br /> Resolution 2015-21 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution dispensing with the RFP process and authorizing the Mayor to renew a <br /> contract with MB3 Consulting LLC for the purpose of providing economic development <br /> consulting services to the city, and declaring an emergency. <br /> Resolution 2015-22 was introduced and placed on first reading by Mayor Kennedy. A <br /> Resolution authorizing the Director of Planning and Development to advertise for bids <br /> for the award of a contract to provide construction for the North Olmsted Facility Signage <br /> Project, as detailed in the specifications on file in the Planning Department, and <br /> authorizing the Mayor, following approval of the Board of Control, to contract for the <br /> same with the lowest and best bidder. <br /> Ordinance 2015-23 was introduced and placed on first reading by Councilman Barker. <br /> An Ordinance establishing and fixing the compensation for Council at-Large members <br /> 4 <br />
