Council Minutes of 04-07-2015 <br /> The motion was seconded by Councilman Limpert, and the committee voted 3 —0 <br /> to recommend approval of this appointment. The meeting was adjourned at 7:05 <br /> p.m. <br /> Councilwoman Hemann made a motion to approve the Mayor's appointment of Tom <br /> Patton to the Planning and Design Commission for the term January 1, 2011 through <br /> December 31, 2015. The motion was seconded by Councilman Limpert and passed <br /> unanimously. Appointment of Tom Patton to the Planning and Design Commission <br /> approved 6—0. <br /> AUDIENCE PARTICIPATION <br /> Michael Gareau, 6050 Barton Road referenced comments made by resident, Dennis <br /> Lambert, at the Council meeting of March 3, 2015 that maligned Gareau's character. <br /> Lambert has been doing this for 25 years. Gareau said he feels Lambert went too far with <br /> his comments. To have someone malign his reputation and his family is inexcusable, and <br /> he has to defend his position. Gareau said Lambert has "his nose out of joint" about an <br /> opinion he gave years ago about the results of the recommendations of the Charter <br /> Review Commission as to whether or not it's mandatory to have those items go on the <br /> ballot. He ruled that it wasn't mandatory. Gareau gave all of Council a written synopsis <br /> of what he is saying tonight (attached). Gareau said he served as Law Director of North <br /> Olmsted for 28 years. He was Assistant Law Director of Strongsville and was the <br /> Solicitor of the Village of Linndale. There was a judge that ruled years ago that the only <br /> way Charter amendments can be placed on the ballot is with 2/3 vote of Council and by <br /> petition. This is an opinion from a court, not a mailman's opinion. <br /> Councilman Schumann made a motion to extend Gareau's speaking time by 7 additional <br /> minutes. The motion was seconded by Councilwoman Williamson and passed <br /> unanimously. Gareau's speaking time extended by 7 minutes by a vote of 6—0. <br /> Gareau said the City of Westlake has this language and it's included in the packet he <br /> submitted to Council. If you take Lambert's suggestion, no matter what goes before the <br /> Charter Review Commission and whatever comes out of the Charter Review Commission <br /> has to go on the ballot. The majority of the Charter Review Commission, which would <br /> be non-elected residents, would have the authority to put an issue on the ballot as <br /> opposed to seven Council members that are elected. Gareau said he has another issue — <br /> the deceptive practices of Dennis Lambert. He said Lambert came before Council and <br /> said "If I'm going to say something about somebody, I'm going to tell it to your face. <br /> You'll know it when I'm saying it because I'll stand up". Gareau said Lambert called <br /> people that didn't do that "cowards". Gareau referenced comments made on the <br /> cleveland.com forum that he said were made by Lambert under a different name. He told <br /> Lambert it's defamation of character and he has a lot of nerve to do that to his family. <br /> Gareau said they found out it was Lambert posting the comments because they spent <br /> thousands of dollars to file a separate lawsuit, and it came up with Lambert's telephone <br /> number. They gave him a pass when they found out. Gareau said when Lambert stands <br /> up here, people have the right to disbelieve everything he says because he's a proven liar. <br /> He's lied to you, and he's lied to the people of North Olmsted. He's carried out a <br /> personal vendetta for over 25 years because he didn't like the way Gareau ruled. Gareau <br /> 3 <br />
