Council Minutes of 04-07-2015 <br /> Director of Finance Copfer: <br /> • No report in her absence <br /> Councilman Schumann, Vice-Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday, March 24, 2015 at 7:10 p.m. Present were <br /> Committee members Kearney, Schumann and Barker; Council President Jones; Council <br /> members Brossard, Hemann, Limpert and Williamson; Mayor Kennedy and Planning and <br /> Development Director Wenger. <br /> • Discussed was Resolution 2015-21 which is a Resolution dispensing with the RFP <br /> process and authorizing the Mayor to renew a contract with MB3 consulting LLC <br /> for the purpose of providing economic development consulting services to the <br /> city, and declaring an emergency. Director Wenger explained to Council the <br /> many talents and experiences that Greg Myers brings to the table having worked <br /> in the community since 2007. His institutional knowledge of the city and local <br /> businesses gives him an edge that another company may not have. He has <br /> worked for the city as the head of his own company since 2010. Pros and cons <br /> were discussed by the Committee and Council. Resolution 2015-21 was <br /> recommended for approval by a vote of 3 to 0. That concludes the report. <br /> The Finance Committee met Tuesday, April 7, 2015 at 7:15 p.m. Present were <br /> Committee members Schumann and Barker; Council members Brossard, Hemann and <br /> Limpert; Mayor Kennedy and Safety/Service Director Glauner. <br /> • Discussed was Resolution 2015-28 which is a Resolution authorizing the Mayor <br /> to enter into an energy management agreement with Enernoc, Inc. in order to <br /> provide for energy savings at the Waste Water Treatment Plant, and declaring an <br /> emergency. This is an energy supply company that will help the city manage the <br /> electric by providing a daily tracking at the Waste Water Treatment Plant. They <br /> will also compensate the city if the generators are run during peak hours when <br /> requested. The committee voted 2 — 0 to recommend approval of Resolution <br /> 2015-28 with suspension. <br /> Councilwoman Hemann, Chairwoman of the Intra-Governmental Relations Committee: <br /> The Intra-Governmental Relations Committee met Tuesday, March 24, 2015 at 7:00 p.m. <br /> Present were Committee members Hemann, Limpert and Kearney; Council President <br /> Jones; Council members Barker, Brossard, Schumann and Williamson; Mayor Kennedy. <br /> • The Committee met for the purpose of interviewing resident, Tom Patton, as the <br /> Mayor's appointment to the Planning and Design Commission for the term <br /> January 1, 2011 through December 31, 2015. Councilwoman Hemann briefly <br /> discussed Patton's background with him at the time she contacted him by <br /> telephone to arrange for the committee interview. Patton is a business owner and <br /> has a background in planning and construction areas. Councilman Limpert <br /> inquired about Patton's background further and commented that younger <br /> members of the community are a very welcome addition to our committees and <br /> commissions. Councilwoman Hemann made a motion to recommend approval of <br /> the Mayor's appointment of Tom Patton to the Planning and Design Commission. <br /> 2 <br />
