CHAPTER 1319 <br /> Licensing of Rental Units <br /> 1319.01 Definitions. 1319.07 Cancellation of license; <br /> 1319.02 Purpose. notification. <br /> 1319.03 License required; fee. 1319.08 Appeals. <br /> 1319.04 Application for license. 1319.09 Maintenance requirements. <br /> 1319.05 Inspections. 1319.10 Conflict. <br /> 1319.06 Suspension of license. 1319.99 Penalty. <br /> 1319.01 DEFINITIONS. <br /> For the purposes of this chapter, the following words and terms shall have the meanings <br /> ascribed to them in this section: <br /> (a) "Rental Unit"means any dwelling unit where either money or other valuable <br /> consideration is paid for the occupancy of the dwelling unit by one or more nontransients. Rental <br /> units do not include hotels, nursing homes, group homes or assisted living centers. <br /> (b) "Dwelling Unit"means a group of rooms arranged, maintained or designed to be <br /> occupied by one or more nontransients that consists of a bathroom with a toilet and tub or <br /> shower facilities; kitchen facilities; and sleeping facilities which are used exclusively by the <br /> occupants. A dwelling unit may be located in a single family residence, two or three family <br /> residence, condominium or multi-family building. <br /> (c) "Nontransient" means a person who resides in the same building or quarters for a <br /> period of thirty days or more. <br /> 1319.02 PURPOSE. <br /> The purpose of this Chapter is to ensure that the residential rental structures and multiple- <br /> family units located within the city comply with minimum maintenance standards for the public <br /> health, safety and welfare. This Chapter applies to the rental of one- and two-family dwelling <br /> units, and multiple-family dwelling units/apartments located within the city. Where a property <br /> owner co-occupies a one-family dwelling unit with a non-transient renter, the provisions of this <br /> Chapter do not apply. <br /> 1319.03 LICENSE REQUIRED; FEE. <br /> (a) No person shall rent, lease, offer for rent or lease, or occupy any rental unit <br /> without a license from the Division of Building. Rental licenses are not transferable between <br /> landlords or rental units. A license shall be issued by the Division of Building if the applicant <br /> meets the following requirements: <br /> (1) An application form is submitted pursuant to the provisions of 1319.04. <br /> (2) All license fees are paid. <br /> (b) No rental license shall be issued until all of the following fees and debts to the <br /> city have been paid in full: <br /> (1) All charges against the property for mowing, cleanup, weed or debris <br />
