Council Minutes of 05-19-2015 <br /> Mike Fioritto, 25051 Doe Drive invited Council and the Administration to All Scouts <br /> Day on June 6, 2015. They are starting their program with a luncheon in the cabin <br /> followed by a parade and a program at the gazebo. He is very impressed with this year's <br /> group of Honorary Officials. The mock Council meeting will be Tuesday, June 2, 2015 <br /> prior to the city's Council meeting. Gareau asked Fioritto how many years he's been <br /> involved in scouting and Fioritto replied about forty years. <br /> Dennis Lambert, 25057 Carey Lane said he reviewed the Charter Review Commission's <br /> recommendations. He referenced the recommendation submitted by Law Director <br /> Gareau to eliminate the primary election for at-large Council seats. He referenced a prior <br /> election in which there were three people running for one seat. He said the charter <br /> recommendation to make the city non-partisan was consistent with the idea that for every <br /> candidate running there would be one other opponent. If there was more than one, there <br /> would be a primary election. He finds it fascinating that now there is a recommendation <br /> for no primary and they will go right into the general election no matter how many people <br /> file. He recalls in fourteen years, there has never been a primary election for the at-large <br /> race, but now he can foresee a problem. He said the charter recommendations should be <br /> going to committee and be discussed in committee. He referenced the recommendation <br /> to eliminate the primary election again saying that this will create more of a problem and <br /> to consider not putting this charter recommendation on the ballot. Gareau said he thinks <br /> his original preference was to see a slotted at-Large race. He would have preferred to see <br /> a process like that. As it stands now, the city could have a primary that would cost <br /> $50,000 to narrow seven candidates to six. Then within sixty days, there is another <br /> election with the same six people. To him it seemed odd. The primary process comes <br /> from partisan elections. It seems fiscally irresponsible for the city to pay $50,000 for a <br /> primary election. Lambert said the genesis of that (primary elections) has nothing to do <br /> with partisan elections. Those rules were drafted from about nine or ten charters from <br /> other cities. It's the way it's done in most cities. He wasn't sure if a primary election <br /> would cost the city that much money. The Charter is set up right now to protect the <br /> public. He asked that it be left alone and be left off the ballot. <br /> LEGISLATION <br /> Resolution 2015-37 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Mayor to enter into a WOW Business Customer Agreement to <br /> provide dedicated interne access to City Hall, the Police Station, Fire Stations 1 and 2, <br /> the Recreation Center, Senior Center, Waste Water Treatment Plant and Springvale Golf <br /> Course, and declaring an emergency. Councilman Kearney made a motion to suspend <br /> the rule requiring three readings as this was discussed in Finance Committee. The <br /> motion was seconded by Councilman Schumann and passed unanimously. Councilman <br /> Kearney moved for adoption. The motion was seconded by Councilman Schumann and <br /> passed unanimously. Resolution 2015-37 adopted 7-0. <br /> Resolution 2015-38 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution proclaiming July as Parks and Recreation Month in the City of North <br /> Olmsted, Ohio. <br /> 3 <br />
