Council Minutes of 08-18-2015
Traffic Control File. There will be some cost involved, but not a lot. Lambert asked
about signage for school bus loading and unloading zones because there is enough room
in St. Richard's parking lot to load and unload buses. This is something to consider
before Council rushes to pass this under suspension. He would hate to see traffic backed
up on Country Club Boulevard if buses are lined up waiting to load and unload people.
Councilman Barker said all of this was discussed in committee meetings — the project of
St. Richard's being converted to the middle school, signage and where the buses would
be loaded and unloaded. You come to a Council meeting and you think, with your
"crackerjack" law degree, that you know everything that is going on. But, you don't
attend committee meetings where all of this is discussed, decided and debated. Lambert
pointed out that this is first reading. There was no committee meeting on Ordinance
2015-68.
Councilman Barker moved for adoption. The motion was seconded by Councilwoman
Williamson and passed unanimously. Councilman Schumann pointed out that not only
was this discussed when the plan was originally brought before Council, but it was also
discussed at the Planning Commission meeting. The twelve buses will be on the stree, so
it's a much bigger project than just having the kids coming back to St. Richard's. This
has all been talked about lots of times. He thanked Lambert for showing up the Council
meeting. Ordinance 2015-68 adopted 7-0.
Ordinance 2015-69 was introduced and placed on first reading by Mayor Kennedy. An
Ordinance amending the Traffic Control File of the City of North Olmsted to provide for
the installation of the school zone signage related to the temporary location of the North
Olmsted Middle School on Lorain Road, and declaring an emergency. Councilman
Barker made a motion to suspend the rules requiring three readings and formal committee
review. The motion was seconded by Councilwoman Williamson and passed
unanimously. Councilman Barker moved for adoption.
