MINUTES OF THE MEETING OF THE COUNCIL <br /> OF THE CITY OF NORTH OLMSTED <br /> AUGUST 4,2015 <br /> Present: Council President Jones, Council Members Barker, Brossard, Hemann, <br /> Kearney, Limpert, Schumann and Williamson <br /> Also Present: Director of Law Gareau, Director of Finance Copfer, Director of <br /> Safety/Service Glauner, Director of Planning and Development Wenger <br /> and Director of Human Resources Farver <br /> Absent: Mayor Kennedy <br /> Clerk of Council Gallo <br /> Council President Jones called the meeting to order at 8:08 p.m. in Council Chambers, <br /> 5200 Dover Center Road,North Olmsted, Ohio. <br /> Members of the audience were invited to join Council in the recitation of the Pledge of <br /> Allegiance. <br /> The Council meeting minutes of June 16, 2015 and special Council meeting minutes of <br /> June 23, 2015 were approved as written. <br /> The following legislation will be considered for passage under suspension of the rules <br /> this evening: Second Reading—Ordinance 2015-49 & Ordinance 2015-50; First Reading <br /> —Resolution 2015-55 & Resolution 2015-57. <br /> REPORTS <br /> Mayor Kennedy: <br /> • No report in his absence. <br /> Director of Law Gareau: <br /> • He issued a summary status regarding the matter of Bielozer vs. the City of North <br /> Olmsted. <br /> Director of Finance Copfer: <br /> • As Council can tell with the legislation before them this evening, Safety/Service <br /> Director Glauner and Human Resources Director Farver successfully completed <br /> negotiations with AFSCME Service and AFSCME Clerical & Technical <br /> employees. <br /> • Fitch ratings performed a desk review in late June of the bond rating on <br /> outstanding bonds and affirmed the city's AA- stable outlook rating. They stated <br /> "Fitch expects the city's financial position to remain sound, characterized by <br /> ample reserves and financial flexibility." <br /> • The 2014 audit was completed and the report was released July 14, 2015. They <br /> received the Auditor of State award, which will be presented at a future Council <br /> meeting. The city's CAFR was submitted by June 30, 2015 and the PAFR was <br />
