MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED AUGUST 4,2015 Present: Council President Jones, Council Members Barker, Brossard, Hemann, Kearney, Limpert, Schumann and Williamson Also Present: Director of Law Gareau, Director of Finance Copfer, Director of Safety/Service Glauner, Director of Planning and Development Wenger and Director of Human Resources Farver Absent: Mayor Kennedy Clerk of Council Gallo Council President Jones called the meeting to order at 8:08 p.m. in Council Chambers, 5200 Dover Center Road,North Olmsted, Ohio. Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance. The Council meeting minutes of June 16, 2015 and special Council meeting minutes of June 23, 2015 were approved as written. The following legislation will be considered for passage under suspension of the rules this evening: Second Reading—Ordinance 2015-49 & Ordinance 2015-50; First Reading —Resolution 2015-55 & Resolution 2015-57. REPORTS Mayor Kennedy: • No report in his absence. Director of Law Gareau: • He issued a summary status regarding the matter of Bielozer vs. the City of North Olmsted. Director of Finance Copfer: • As Council can tell with the legislation before them this evening, Safety/Service Director Glauner and Human Resources Director Farver successfully completed negotiations with AFSCME Service and AFSCME Clerical & Technical employees. • Fitch ratings performed a desk review in late June of the bond rating on outstanding bonds and affirmed the city's AA- stable outlook rating. They stated "Fitch expects the city's financial position to remain sound, characterized by ample reserves and financial flexibility." • The 2014 audit was completed and the report was released July 14, 2015. They received the Auditor of State award, which will be presented at a future Council meeting. The city's CAFR was submitted by June 30, 2015 and the PAFR was
