Council Minutes of 08-04-2015 <br /> submitted on July 17, 2015 to the Government Financial Officers Association. <br /> They are in the process of getting pricing for the printing and mailing of the <br /> PAFR. <br /> • She met with Safety/Service Director Glauner, Human Resources Director Farver, <br /> the Police Chief, Fire Chief and Assistant Finance Director in July to determine <br /> needs for the next piece of software and related equipment to automate the <br /> scheduling, time and attendance portion of payroll (workforce management) and <br /> discuss divisional needs city-wide. There are four initial demos scheduled this <br /> week to see the products they are aware of that currently service municipalities. <br /> From there, they will form a plan and process. <br /> The Finance Committee met Tuesday, June 23, 2015 at 7:30 p.m. Present were <br /> committee members Kearney, Schumann and Barker; Council President Jones; Council <br /> members Brossard, Hemann, Limpert and Williamson; Mayor Kennedy, Safety/Service <br /> Director Glauner, Human Resources Director and Planning/Development Director <br /> Wenger. <br /> • Discussed was Ordinance 2015-49 which is an Ordinance amending the rates of <br /> compensation for various administrative and legislative personnel for the years <br /> 2015, 2016 and 2017 by establishing compensation rates for Permit Clerks under <br /> the Division of Building (Section 6B); and to otherwise restate the compensation <br /> rates and descriptions for various administrative and legislative personnel for the <br /> years 2015, 2016 and 2017, and declaring an emergency. Also discussed was <br /> Ordinance 2015-50 which is an Ordinance amending and re-establishing Chapter <br /> 179.99 of the Administrative Code, entitled "Composition and Organization of the <br /> Department of Planning and Development" in order to provide for the <br /> reorganization of the Division of Building, and declaring an emergency. These <br /> two Ordinances combined gives the Planning/Development Director the <br /> flexibility of filling the Building Permit Clerk position. She is looking for certain <br /> qualities for this position, such as being able to communicate with the public, <br /> work with the software and various clerical duties. This person will be the face of <br /> the Building Dept. that the public will identify with. The pay range is $14 to $18 <br /> per hour. The committee voted 3-0 to recommend approval of Ordinances 2015- <br /> 49 and 2015-50. <br /> Councilman Schumann, Chairman of the Building, Zoning and Development Committee: <br /> The BZD Committee met on June 23, 2015 at 7:00 p.m. Present were committee <br /> members Schumann, Barker and Williamson, Council President Jones; Council members <br /> Brossard, Hemann, Limpert and Kearney; Mayor Kennedy, Planning/Development <br /> Director Wenger, Human Resources Director Farver, Safety/Service Director Glauner <br /> and guests. <br /> • Discussed was Ordinance 2015-51 which is an Ordinance accepting a deed from <br /> Calvary Baptist Church, Independent, donating land to the City of North Olmsted. <br /> This is a small land-locked parcel on the west end of the city. The parcel will be <br /> put in the city's bank, and should not cost anything for maintenance. Hopefully it <br /> may become part of a future development. The committee voted 3-0 to <br /> recommend approval of Ordinance 2015-51. <br /> 2 <br />
