Council Minutes of 08-04-2015 <br /> Board of Zoning Appeals (Art. VII, Section 4) and to create a new Article VII, Section 1 <br /> by merging the two boards into a new "Building and Zoning Board of Appeals", and <br /> declaring an emergency. Councilwoman Hemann moved for adoption. The motion was <br /> seconded by Councilwoman Williamson and passed unanimously. Ordinance 2015-46 <br /> adopted 7-0. <br /> Ordinance 2015-47 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance providing for the submission of an amendment to the electors of the City of <br /> North Olmsted to Article VII, Section 2 of the Charter of the City of North Olmsted to <br /> entirely repeal Section 2(e) of Article VII and create a new and revised Section 2(e) of <br /> Article VII, requiring all ordinances proposing to zone or rezone a parcel of land to <br /> Multiple Residence (Apartment) only be voted upon and approved by the electors of the <br /> City of North Olmsted, and declaring an emergency. Councilwoman Hemann moved for <br /> adoption. The motion was seconded by Councilman Schumann and passed unanimously. <br /> Ordinance 2015-47 adopted 7-0. <br /> Ordinance 2015-48 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance providing for the submission of an amendment to the electors of the City of <br /> North Olmsted to Article VII, Section 3 of the Charter of the City of North Olmsted for <br /> the purpose of eliminating the Parks and Recreation Commission, and declaring an <br /> emergency. Councilwoman Hemann moved for adoption. The motion was seconded by <br /> Councilwoman Williamson and passed unanimously. Ordinance 2015-48 adopted 7-0. <br /> Ordinance 2015-49 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance amending the rates of compensation for various administrative and legislative <br /> personnel for the years 2015, 2016 and 2017 by establishing compensation rates for <br /> Permit Clerks under the Division of Building (Section 6B); and to otherwise restate the <br /> compensation rates and descriptions for various administrative and legislative personnel <br /> for the years 2015, 2016 and 2017, and declaring an emergency. Councilman Kearney <br /> made a motion to suspend the rule requiring three readings as this was discussed in <br /> Finance Committee. The motion was seconded by Councilman Barker and passed <br /> unanimously. Councilman Kearney moved for adoption. The motion was seconded by <br /> Councilman Barker and passed unanimously. Ordinance 2015-49 adopted 7-0. <br /> Ordinance 2015-50 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance amending and re-establishing Chapter 179.99 of the Administrative Code, <br /> entitled "Composition and Organization of the Department of Planning and <br /> Development" in order to provide for the reorganization of the Division of Building, and <br /> declaring an emergency. Councilman Kearney made a motion to suspend the rule <br /> requiring three readings as this was discussed in Finance Committee. The motion was <br /> seconded by Councilman Barker and passed unanimously. Councilman Kearney moved <br /> for adoption. The motion was seconded by Councilman Barker and passed unanimously. <br /> Ordinance 2015-50 adopted 7-0. <br /> Ordinance 2015-51 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance accepting a deed from Calvary Baptist Church, Independent, donating land to <br /> the City of North Olmsted. <br /> 5 <br />
