They are doing this all day <br /> long, and the problem is not being addressed. They have contacted the police as well. <br /> He asked if he filed a complaint, would it go to Mayors Court? Law Director Gareau said <br /> that a complaint would be filed with the Police Dept.; if a citation would be issued then <br /> that would go to Mayors Court. Gareau said he will follow up with Mr. Morris about <br /> this, and he will also let the Mayor know about this issue. Gareau asked Gabriel if the <br /> noise is coming from the Recreation Center property where Morris is storing the vehicles. <br /> Gabriel said the main portion of the noise is coming from the service area. <br /> Safety/Service Director Glauner indicated that Officer Saringer has been to Morris <br /> Cadillac twice to talk to the management to abate this issue. Glauner explained the <br /> difference between filing a complaint with the police about the noise and a criminal <br /> complaint being filed with the Mayor are two different things. Councilman Brossard said <br /> he has been in contact with Gabriel for a couple of years regarding several issues. He has <br /> been working as a liaison with the General Manager at Morris Cadillac, Adam Morris. <br /> Councilman Brossard asked if it was Robert Morris at the BZA meeting last night, and <br /> that he could have been hearing about the issue for the first time. He thinks he can get <br /> some progress made on this issue. <br /> LEGISLATION <br /> Ordinance 2015-42 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance amending Section 555.03(k) of Chapter 555 (Noise Control) of the General <br /> Offenses Code, entitled "Specific Prohibitions," in order to regulate the operation of lawn <br /> mowers on public property, as amended. Councilman Barker moved for adoption. The <br /> motion was seconded by Councilman Limpert and passed unanimously. Ordinance 2015- <br /> 42 adopted 7-0. <br /> Ordinance 2015-44 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance providing for the submission of an amendment to the electors of the City of <br /> North Olmsted to Article IX, Section 4 of the Charter of the City of North Olmsted to <br /> eliminate the necessity of a primary election in the event that more than six (6) candidates <br /> file a petition for nomination of a candidate for the office of Council at-Large, and <br /> declaring an emergency. Councilwoman Hemann moved for adoption. The motion was <br /> seconded by Councilman Kearney and passed unanimously. Ordinance 2015-44 adopted <br /> 7-0. <br /> Ordinance 2015-45 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance providing for the submission of an amendment to the electors of the City of <br /> North Olmsted to Article IV, Section 2 of the Charter of the City of North Olmsted to <br /> amend the residency requirement for City Council Ward Members, and declaring an <br /> emergency. Councilwoman Hemann moved for adoption. The motion was seconded by <br /> Councilman Schumann and passed unanimously. Ordinance 2015-45 adopted 7-0. <br /> Ordinance 2015-46 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance providing for the submission of an amendment to the electors of the City of <br /> North Olmsted to Article VII, Sections 1 and 4 of the Charter of the City of North <br /> Olmsted to eliminate the Board of Building Code Appeals (Art.
