REQUEST FOR BIDS: REPAIR AND REPLACEMENT OF ROOFING SYSTEM ON THE CITY OF NORTH OLMSTED WWTP BLOWER BUILDING,Aka BUILDING 12. The intent of this Request for Bids is to establish a contract, in accordance with ordinance section 2014- 61,with an experienced,qualified roofer for the purpose of repairing and replacing the roofing system on NOWWTP building#12:The Blower Building. SCOPE OF WORK A. Existing Roof: The city of North Olmsted operates a wastewater treatment plant at 23775 Mastick Road, North Olmsted Ohio under the OEPA (Ohio Environmental Protection Agency's) NPDES(National Pollution Discharge Elimination System). The WWTP has recently completed construction of several new buildings as well as modifications to existing structures. Building#12: Blower Building is an existing structure that has been modified in its interior,for a new purpose. The roof is the original roof from construction in 1983. The existing roof consists of a concrete deck, expanded polystyrene,wood fiber board, and a black rubber EPDM roofing material that has been coated. Core samples have been taken and show extensive moisture has penetrated the EPDM roof layer. B. Work to Be Completed: i. Remove and properly dispose of existing coping metal, EPDM roofing material, wood fiber board, and expanded polystyrene down to concrete deck. ii. Prepare surface and install new roofing surface in accordance with attached specifications. iii. Recondition existing drains. iv. Repair or Install flashings around all deck penetrations. v. Encapsulate parapet walls. vi. Install walk pad at upper roof stair access point. vii. Install breather vents. viii. Dispose of all trash and job related debris in accordance with federal, state, and local regulations. ix. Provide a 20 year warranty. x. Follow specifications as provided in Attachment 1: Hazen and Sawyer, Engineers for the City of North Olmsted WWTP Improvement Project. COMPLIANCE WITH LAWS The Contractor shall conduct operations under his contract in compliance with all applicable Federal, State and Local laws; provided, however,that the general specifications shall govern the obligations of the Contractor where there exist conflicting ordinances of the City on the subject. COMPETENCY OF BIDDER The opening and reading of the Bid Proposal shall not be construed as an acceptance of the bidder as a qualified, responsible bidder.The City reserves the right to determine the competence and responsibility of a bidder from its knowledge of the bidder's qualifications or from other sources.
