Council Minutes of 10-06-2015 <br /> reading is an amendment to an existing contract as the Fire division uses the <br /> scheduling module and are very pleased with it. <br /> • She filed the Annual Information Filing for the required bond disclosure on <br /> September 28, 2015. <br /> • The June financial review narrative was sent out on October 1, 2015. July and <br /> August summary and detail financial reports were sent today, October 6, 2015. <br /> Please call her with any questions or concerns any time. <br /> • Ordinances 2015-81 through 2015-88 are the authorizing legislation for the city to <br /> take the existing Bond Anticipation Notes (BANS) due February 3, 2016 along <br /> with the refunding of two pieces of the 2006 A various purpose bond issue and <br /> the 2006 B fire station #2 bond issue at a lower cost of interest, to the bond <br /> market to issue bonds. The market is favorable to set a fixed the debt schedule for <br /> the capital project BANS and to refund existing debt at a total lower cost of <br /> interest. They want the maximum flexibility of time to sell the bonds, so they <br /> asked for the legislation to be passed tonight after second reading. No new <br /> money is included in this bond issue, and the 2016 capital projects are still be <br /> evaluated and prioritized and will be more than likely funded with BANS at that <br /> time. <br /> Council President Jones, Committee of the Whole: <br /> The Committee of the Whole met Tuesday, September 29, 2015 at 7:10 p.m. All <br /> members of Council were present. The guest speaker was Dr. Lawrence Keller who <br /> conducted a professional development session with Council focusing on the role of City <br /> Councils throughout histories of American governance. The meeting was adjourned at <br /> 9:10 p.m. <br /> Councilman Barker, Chairman of the Public Safety, Health & Welfare Committee: <br /> The Public Safety Committee met Tuesday, September 22, 2015 at 7:20 p.m. Present <br /> were committee members Barker, Williamson and Brossard; Council President Jones; <br /> Council members Hemann, Kearney, Limpert and Schumann; Safety/Service Director <br /> Glauner, Clerk of Council Gallo and Youth& Family Services Administrator Allegra. <br /> • Discussed was Resolution 2015-79 which is a Resolution authorizing the Mayor <br /> to enter into a renewed agreement with Cuyahoga County Juvenile Court in <br /> connection with the Community Diversion Program to address juvenile <br /> misdemeanor and status offenders in the City of North Olmsted, and declaring an <br /> emergency. This is a two year agreement instead of an annual agreement to help <br /> improve the coordination between North Olmsted and Cuyahoga County <br /> pertaining to cash flow. The committee voted 3-0 to recommend approval of <br /> Resolution 2015-79. The meeting was adjourned at 7:23 p.m. <br /> Councilman Kearney, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday, October 6, 2015 at 7:15 p.m. Present were <br /> committee members Kearney, Schumann and Barker; Council President Jones; Council <br /> members Brossard, Hemann and Limpert; Mayor Kennedy, Finance Director Copfer, <br /> Safety/Service Director Glauner and Planning/Development Director Wenger. <br /> 2 <br />
