Council Minutes of 10-20-2015 <br /> 135 guest room hotel, similar to the Beachwood Aloft hotel. Director Gareau <br /> discussed the process to amend the judgment entry that controls the property. <br /> Also discussed was some modest control over the feature restaurant at this site. <br /> Mr. Myers discussed the abatement request from the applicant — 50% for ten <br /> years, which does not involve the schools. The committee voted 3-0 to <br /> recommend approval of CMS 15-3787. <br /> Councilman Schumann made a motion to approve CMS15-3787 Aloft Hotel PPN 236- <br /> 11-009 subject to any conditions set forth by the Planning and Design Commission. The <br /> motion was seconded by Councilwoman Williamson and passed unanimously. CMS 15- <br /> 3787 approved 7-0. <br /> • Discussed last were Ordinances 2015-73 through 2015-77 which are all Charter <br /> amendment passage impacted Sections of North Olmsted's Code involving <br /> combining the Board of Zoning Appeals and the Board of Building Code Appeals <br /> to form the Building and Zoning Board of Appeals. The committee voted 3-0 to <br /> recommend approval of all five Ordinances. <br /> AUDIENCE PARTICIPATION <br /> Pat Yacobucci, 31201 Lily Lane addressed a concern that was brought forth earlier in the <br /> year regarding potholes on Cinnamon Way. The city did repair the potholes but did a <br /> terrible job and left a lot undone. She said she found twenty one holes up to Pepper Mill. <br /> One of the resident of the development was riding her bike and hit one of the potholes, <br /> went down and injured her hip and arm. There are a lot of elderly people in the <br /> development that ride their bikes; it's dangerous. She submitted pictures of the streets to <br /> Mayor Kennedy. Mayor Kennedy said he will take a look at the situation and get back to <br /> Ms. Yacobucci hopefully this week. Mayor Kennedy said they did receive positive <br /> feedback about the patching the city did. Ms. Yacobucci said yes in some areas they did. <br /> Dennis Lambert, 25057 Carey Lane referenced Resolution 2015-93 regarding the Aladtec <br /> software. This piece of legislation appears to be very important to track employees' sick <br /> leave, absences and overtime that costs the city a lot of money. He does not believe there <br /> is anybody in the city that's abusing time, but there was an incident with a police officer <br /> that was up on charges for sick leave abuse. The cost of processing that grievance and <br /> lawsuits was going to quite a bit of money compared to what this software will possibly <br /> save. He expressed his appreciation to Councilman Barker for asking the right questions <br /> concerning the details before they vote for this legislation. He referenced 2015-94 <br /> regarding eminent domain for the Pine Elementary property and asked what the city <br /> wanted to pay and what the school district wanted to pay an acre. Mayor Kennedy said <br /> the city's appraisal was $20,000 an acre and the school's was $40,000 an acre. The <br /> Superintendent asked the city to meet the school in the middle and the city did, and the <br /> city was promptly turned down. Lambert referenced the pump station on Dover Center <br /> Road. There wasn't a piece of property in that area that came close to the value of what <br /> the city paid for it. Mayor Kennedy said he appreciates Lambert's opinion, and what the <br /> city paid for that property including the easement was very little as opposed to what the <br /> city would have paid to keep the property there plus the valuable retention that came out <br /> of it. Lambert said there are two LED lights over the freeway on Butternut Ridge Road. <br /> 3 <br />
