Council Minutes of 10-20-2015 <br /> CEI may be wanting to go ahead and replace lights, and hopefully the city does not pay <br /> the same rate of electricity for using lights. Councilman Schumann commented that he <br /> feels the motivating factor for most of Council approving the eminent domain legislation <br /> was to allow the Mayor to go after that property because the school board stopped <br /> negotiating. The Mayor concurred with Councilman Schumann's statement. <br /> Bruce Bruehler, 4440 Root Road thanked the Mayor for giving him the commonsense <br /> explanations for the Charter amendments. He is concerned about speeding traffic on <br /> Root Road because drivers are avoiding Canterbury and Dover Center Road. From what <br /> he reads, the city is trying to take away the rights of residents to vote on zoning for all <br /> commercial areas. Everyone is taking back roads to avoid Lorain Road. He also feels the <br /> Charter amendment reads that the city has the right to re-zone without anyone knowing <br /> about it. The city has already taken away the notification of placing it into the <br /> newspapers. This is not right and is a disservice to the residents of the city. He is also <br /> concerned about empty storefronts and sidewalks. <br /> Vladimir Haoui, 6063 Stafford Drive said he purchased a home in North Olmsted last <br /> November and invested a lot of money to fix up the home. Around May of this year, he <br /> received a violation because the tree roots lifted his sidewalk. The tree that was planted <br /> by the city is what caused the issue. It is unfair for him to go ahead and spend money on <br /> the sidewalk that is used mostly for public use. He is the victim, yet he's receiving the <br /> violation. He is asking for justice and fairness from the city. Mayor Kennedy said he <br /> will schedule a meeting with him to discuss this issue. <br /> LEGISLATION <br /> Resolution 2015-79 introduced by Mayor Kennedy was given its third reading. A <br /> Resolution authorizing the Mayor to enter into a renewed agreement with Cuyahoga <br /> County Juvenile Court in connection with the Community Diversion Program to address <br /> juvenile misdemeanor and status offenders in the City of North Olmsted, and declaring an <br /> emergency. Councilman Barker moved for adoption. The motion was seconded by <br /> Councilwoman Williamson and passed unanimously. Resolution 2015-79 adopted 7-0. <br /> Ordinance 2015-73 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance repealing Chapter 143 of the Administrative Code entitled "Boards and <br /> Commissions Generally." <br /> Ordinance 2015-74 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance repealing Chapter 151 of the Administrative Code entitled "Board of Zoning <br /> Appeals." <br /> Ordinance 2015-75 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance amending and re-establishing Chapter 147 of the Codified Ordinances of the <br /> City of North Olmsted entitled "Board of Zoning Appeals" in order to reconcile said <br /> Chapter with an amendment to Charter Article VII, Sections 1 and 4. <br /> Ordinance 2015-76 introduced by Mayor Kennedy was given its second reading.
