Council Minutes of 12-01-2015 <br /> North Olmsted Recreation Center during the construction process. This has been <br /> turned over to the city's insurance defense carrier. <br /> • In the matter of Brian Bielozer vs. The North Olmsted Civil Service Commission, <br /> this was the appeal that Bielozer took from the determination to remove him from <br /> the eligible list for the position of Sergeant. The period of time within by statue <br /> he is permitted to petition the Court of Common Pleas to vacate the Arbitrator's <br /> award has expired. His termination is final and there is no additional judicial <br /> remedy available for that. He no longer has the right to petition a court for relief <br /> to seek his job back, and no longer has the right to petition a court to ask that he <br /> be promoted. The city will ask the court to dismiss that. <br /> • Regarding property maintenance, there are four open cases subject to conviction, <br /> three complaints authorized and awaiting filing, five complaints referred to the <br /> Law Dept. pending prosecution and nine additional complaints with unresolved <br /> service issues. <br /> Director of Finance Copfer: <br /> • Huntington Investments sold the city's Bonds on Wednesday, November 18, <br /> 2015. The city achieved an all in TIC (True Interest Cost) which is the net of all <br /> of the fees — 2.387541% on the unlimited tax fire station refunding and <br /> 2.511398% on the capital improvement and limited tax refunding Bonds. The net <br /> present value savings of the refunding portions of the bond issue was <br /> $312,612.81. In other words, after all costs are considered the city will still pay <br /> that much less on debt service as if they did nothing and kept the existing debt as <br /> is. <br /> • She has an electronic version of the final official statement related to the debt <br /> transaction and will forward it to Council for their information. She will leave <br /> one hard copy in the Council office for Council's review. <br /> • The September 30, 2015 year to date summary and detail reports along with the <br /> narrative for the third quarter were emailed to Council on November 20, 2015. <br /> October 31, 2015 year to date detail and summary reports were emailed on <br /> November 30, 2015. <br /> • RITA mailed 2,884 subpoenas for unfiled tax returns. They will be on-site <br /> December 15, 2015 through December 17, 2015 in Council Chambers. If people <br /> call you, please direct them to the number on the subpoena for RITA as they can <br /> usually avoid having to appear by providing the necessary information prior to the <br /> subpoena time. <br /> • The December 1, 2015 debt payment was transferred on Monday November 30, <br /> 2015. The total was $6,327,344.38 of which $5,795,000 was principal reduction. <br /> • They received the GFOA Certificate of Achievement for Excellence in Financial <br /> Reporting Award for the 2014 Comprehensive Annual Financial Report.
