Council Minutes of 12-01-2015 <br /> Schumann and Williamson; Mayor Kennedy, Law Director Gareau and Finance Director <br /> Copfer. <br /> • Discussed first was Ordinance 2015-106 which is an Ordinance amending Article <br /> IV, §9 of the Charter of the City of North Olmsted entitled, "Rules and Journal of <br /> Council" to eliminate references to "Minority Parties" pursuant to the <br /> nonsubstantive Charter language amendment provisions of Article XVI, §2 of the <br /> Charter of the City of North Olmsted. Law Director Gareau determined that the <br /> proposal to eliminate references to minority parties qualified as a nonsubstantive <br /> Charter amendment which can be changed without being presented to the electors <br /> for a vote. The committee voted 6-0 to hold this legislation in committee until a <br /> Public Hearing is held regarding this Ordinance. <br /> • Discussed last was Ordinance 2015-107 which is an Ordinance to revise the <br /> Codified Ordinances by adopting current replacement pages; and declaring an <br /> emergency. This revises the city's Codified Ordinances and allows Council to <br /> adopt replacement pages to update the Code based on any amendments, additions <br /> and corrections that have been made since the last Code update in 2014. This is <br /> an annual update that is performed by the Walter H. Drane Co. and includes any <br /> State Code amendments in addition to municipal amendments. The total cost will <br /> be approximately $6,050 which includes editing, internet update, replacement <br /> pages used to update the hard copy Code books and Word and PDF CD's for <br /> various departments. The committee voted 6-0 to recommend approval of <br /> Ordinance 2015-107. The meeting was adjourned at 7:39 p.m. <br /> Councilman Kearney, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday, November 24, 2015 at 7:00 p.m. Present were <br /> committee members Kearney, Schumann and Barker; Council President Jones; Council <br /> members Brossard, Limpert and Williamson; Mayor Kennedy, Law Director Gareau, <br /> Finance Director Copfer and guests. <br /> • Discussed first was Ordinance 2015-104 which is an Ordinance amending <br /> Chapter Fifteen, Title One of the Codified Ordinances of the City of North <br /> Olmsted entitled, "Taxation Code; Municipal Income Tax" in order to implement <br /> revised standards required by the Ohio Legislature, and declaring an emergency. <br /> Finance Director Copfer gave an in-depth explanation for this Ordinance. Some <br /> of the standards set by the State were already being enforced and/or used by the <br /> city. This brings the city up to the standards set by the State as of January 1, <br /> 2016. The committee voted 3-0 to recommend approval of Ordinance 2015-104 <br /> with amendments. <br /> Councilman Kearney made a motion to amend Ordinance 2015-104 to accept additional <br /> amendments proposed by RITA's legal counsel. The motion was seconded by <br /> Councilman Barker and passed unanimously. Ordinance 2015-104 amended 7-0. <br /> • Discussed next was Resolution 2015-105 which is a Resolution directing the <br /> Fiscal Officer of Cuyahoga County to pay to the City of North Olmsted, Ohio, <br /> during the year 2016, all money due and owing said city from any collection <br /> source. This is done annually, and expedites the city's receipt of money from the <br /> 3 <br />
