Council Minutes of 12-01-2015 <br /> County. The committee voted 3-0 to recommend approval of Resolution 2015- <br /> 105 with suspension. <br /> Councilman Kearney made a motion to amend Resolution 2015-105 to add an emergency <br /> clause. The motion was seconded by Councilman Schumann and passed unanimously. <br /> Resolution 2015-105 amended 7-0. <br /> • Discussed last was Resolution 2015-109 which is a Resolution authorizing the <br /> Mayor to enter into a contract with Mad Bomber Fireworks Productions to <br /> provide a fireworks display for the 2016 North Olmsted Fourth of July <br /> celebration. This past summer's Fourth of July celebration was enjoyed by many, <br /> and was the loudest party of all of the Bicentennial galas. The Mayor hopes to get <br /> a "bang for his buck" by getting some donations from local companies that <br /> receive a "boom" in business during the celebration. The committee voted 3-0 to <br /> recommend approval of Resolution 2015-109. <br /> AUDIENCE PARTICIPATION <br /> Mark Mahoney, 26808 Fairfax Lane said he was at the Council meeting two weeks prior <br /> regarding the topic of animal/deer netting as opposed to fencing. He forgot to mention at <br /> the last meeting that the city's Ass't Building Commissioner, Dan Russell, could not give <br /> him adequate information that he was asking for. His neighbors that got cited went to <br /> City Hall the next day and Russell did not understand what they were asking for. He <br /> gave them a form for an appeal for the Board of Zoning Appeals which was not <br /> applicable, and he gave them the correct form for the Board of Building Code Appeals. <br /> Mahoney gave a timeline regarding his neighbors citation history since October 2015. <br /> He showed Council a picture of the deer netting that his neighbors were cited for. Today, <br /> his neighbors were asked by the Building Dept. to submit a drawing of the proposed <br /> fence. <br /> Councilman Limpert made a motion to extend Mahoney's speaking time by two minutes. <br /> The motion was seconded by Councilman Schumann and passed unanimously. <br /> Mahoney's speaking time extended by two minutes. <br /> Today, Mahoney's neighbors were told by the Building Dept. that the drawing they <br /> submitted was insufficient and that they have to apply for a variance and/or possibly a fee <br /> for the fence. Mahoney said his concern is that his neighbors are being treated unfairly <br /> because another resident on the same street calls the city constantly and gets preferential <br /> treatment from the Building Dept. Mahoney reminded Councilman Schumann that <br /> Schumann admitted at the last meeting that he uses chicken wire fencing. Mahoney <br /> asked that this issue be addressed in a timely manner so his neighbors don't have to suffer <br /> through this process any longer. <br /> LEGISLATION <br /> Ordinance 2015-96 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance amending Chapter 1321 of the Codified Ordinances of the City of North <br /> Olmsted entitled "Permit and Inspection Fees", for the purpose of updating fee schedules, <br /> 4 <br />
