Preparation and Adoption of Business District, Related Ordinance Amendments and Revised Map <br />The following scope of work represents a continuation of the initial review and analysis of the City's <br />business districts and related ordinance provisions. This phase would entail drafting ordinance revisions <br />and revising the zoning map based on our prior review, working with a steering committee to refine and <br />modify the draft, soliciting public and stakeholder input and assisting with the adoption process. <br />Ill. Articulate <br />Translating the wealth of information obtained earlier into a workable, readable, usable, predictable set <br />of regulations is the challenge of this series of tasks which begins the second phase of the project. <br />Task 3.1— Start-up Meeting <br />An initial meeting will be conducted with City staff and steering committee members (to be appointed <br />by the City) to review the Blueprint recommendations, format and style guide to obtain consensus <br />regarding the direction of the ordinance revisions. This meeting will also define more specifics about <br />the ordinance changes, such as the number and type of new districts to be added, along with delegation <br />of authority, use of incentives and related policy matters. <br />Task 3.2 — Working Draft <br />LSL will begin drafting the new regulations, based on direction received from the prior task in <br />accordance with the technical audit and Blueprint recommendations. The purpose of this draft will be <br />to provide modified business districts and related changes from other parts of the code for internal staff <br />and steering committee review and comment. This initial draft will consist of text but will not include <br />graphics or final formatting in anticipation of substantive revisions. <br />Task 3.3 — Review <br />The draft document will be provided for review and comment. An agreed upon protocol will be <br />established to ensure that comments and edits are provided to the consultant team from a single client <br />source. The review comments submitted to the consulting team should represent a consensus of the <br />steering committee. Three (3) review sessions will be held between the steering committee and LSL to <br />discuss revisions, possible options and other considerations to be incorporated into the formal draft. <br />Task 3.4 — Formal Draft <br />A second draft will be prepared, incorporating agreed-upon changes from the prior review of the <br />working draft. This "formal" draft will be formatted and contain all graphics and illustrations that will be <br />part of the final document. The purpose of this draft is to elicit input from stakeholders and the general <br />public. <br />Task 3.5 - Zoning Map <br />LSL will prepare a draft zoning map to define the boundaries of new districts and revisions to the existing <br />business districts. <br />Task 3.6 — Public Forum <br />Input regarding the proposed revisions will be actively solicited. While a specific plan will be worked out <br />in conjunction with the City, it is likely that, at a minimum, several of the following activities would be <br />part of that effort: <br />Web site: the draft code and map could be posted on the City's web site (City responsibility) to <br />afford broad public access to the document. <br />Social web sites: In order to reach a diverse representation of citizens, we may utilize the internet to <br />help inform and involve the business community.
