Council Minutes of 01-19-2016 <br /> to day operations. Council sets the budget, pays the employees and has a lot of input as <br /> to who gets hired by the city through Ordinance. Mahoney addressed Councilwoman <br /> Williamson and asked her thoughts on the general idea that Council should have some <br /> type of oversight into the ability or general ability of city employees. Councilwoman <br /> Williamson replied that in her opinion, Council puts faith in the Directors who handle <br /> city departments. If there are issues that come before each respective department, it's <br /> taken up the chain of command versus Council having any kind of hand in dealing with <br /> these employee issues. Mahoney said in general, if an employee does a great job, <br /> Council would like to know about it? Or, maybe Council ought to know when an <br /> employee in a department needs training or to get them up to date on certain things. <br /> Mahoney asked when budget hearings are going to take place, and Council President <br /> Jones replied that Council will let him know once the dates are set. Mahoney said there <br /> was a lot of media coverage about an Akron police dog that was killed in the line of duty. <br /> He was wondering where the city stands with the K-9 officer, and he wonders if this <br /> would be an opportunity to revisit that issue during budget time. Having a K-9 officer <br /> gives a good sense of community, and is an educational tool as well. Councilman <br /> Schumann addressed Mahoney and said he can pride himself on making himself available <br /> via cell phone. He gets calls on a daily basis from residents, and it runs 60/40 on the <br /> positive side as far as issues being handled quickly and people calling him to thank him. <br /> He gets a lot of positive "thank you's" about city employees. Mahoney said he does not <br /> disagree, and he hopes it is good. <br /> LEGISLATION <br /> Resolution 2015-116 introduced by Mayor Kennedy was given its third reading. A <br /> Resolution authorizing the Mayor to enter into an agreement with the City of Westlake to <br /> provide for the improvement of Walter Road from Beech Lane to the Corporation Line, <br /> together with additional cooperative terms and conditions. Councilwoman Williamson <br /> moved for adoption. The motion was seconded by Councilman Limpert and passed <br /> unanimously. Resolution 2015-116 adopted 6-0. <br /> Ordinance 2016-1 was introduced and placed on first reading by Council President Jones <br /> on behalf of Mayor Kennedy. An Ordinance providing for the issuance and sale of not to <br /> exceed $1,605,000 of Notes, in anticipation of the issuance of Bonds, to provide funds to <br /> pay costs of improving Barton Road and certain other designated streets between certain <br /> termini in the city by reconstructing and rehabilitating the pavement base, adjusting, <br /> constructing and reconstructing catch basins, curbs and curb ramps, manholes and utility <br /> valve and monument boxes, where necessary, preparing the surface and resurfacing, in <br /> each case together with necessary appurtenances and work incidental thereto. <br /> Councilman Kearney stated that he is in receipt of the Fiscal Officer's Certificate. <br /> Ordinance 2016-2 was introduced and placed on first reading by Council President Jones <br /> on behalf of Mayor Kennedy. An Ordinance to make and transfer appropriations for <br /> current expenses and other expenditures for the City of North Olmsted for the year <br /> ending December 31, 2016, and declaring an emergency. <br /> Resolution 2016-3 was introduced and placed on first reading by Council President Jones <br /> on behalf of Mayor Kennedy.
