Council Minutes of 02-16-2016 <br /> the State Purchase Program; and further authorizing the Mayor to execute all <br /> documents necessary to effectuate such purchase. The Ford truck will go to the <br /> Service Dept. and the GMC truck will go to the Fire Dept. The committee voted <br /> 3-0 to recommend approval of Resolutions 2016-8 and 2016-9 with suspension. <br /> • Also discussed was Ordinance 2016-11 which is an Ordinance to make <br /> appropriations for current expenses and other expenditures for the City of North <br /> Olmsted for the year ending December 31, 2016, and declaring an emergency. <br /> The budget meetings started with the Mayor explaining budget needs for the year <br /> 2016. The Mayors Court and Recreation Center have been successful. <br /> Springvale had another good year as well; design and engineering costs for Phase <br /> I improvements are being paid out of the operating budget. Planning & <br /> Development Director Wenger explained the hiring progress for the property <br /> maintenance program and reviewed projects in the near future. There will be <br /> improvements to the Senior Center and Community Cabin. The Service Dept. <br /> will be getting new pick-up trucks and a new dump truck. Two new storm sewer <br /> laborers will also be hired. Brian Blum brought everyone up to speed regarding <br /> the Waste Water Treatment Plant and several lift stations throughout the city. The <br /> Police Chief and Fire Chief discussed their budget during Thursday's budget <br /> hearings. The Fire Dept. will add one firefighter and a pick-up truck. The Police <br /> Chief has plans to hire two part-time corrections officers, and he is keeping an eye <br /> on upcoming retirements in order to keep the number of officers at or above forty- <br /> five. Human Resources Director Farver presented her budget which includes <br /> Civil Service testing, IT equipment needs, health care/Worker's Compensation, <br /> the Senior Center and Youth and Family Services whose operations are similar to <br /> last year. Law Director Gareau discussed his budget which included two changes <br /> in legal fees. Finance Director Copfer requests include additional funds for <br /> meetings and seminars for the Assistant Finance Director. The Council budget <br /> included funds to replace sound system components in Council Chambers. The <br /> committee voted 3-0 to recommend approval of Ordinance 2016-11. <br /> Councilman Kearney made a motion to amend Ordinance 2016-11 to include <br /> amendments across various departments totaling approximately $183,000. The motion <br /> was seconded by Councilman Barker and passed unanimously. Ordinance 2016-11 <br /> amended 7-0. <br /> Councilman Brossard, Chairman of the Recreation, Public Parks & Buildings Committee: <br /> The Recreation Committee met Tuesday, February 9, 2016 at 7:00 p.m. Present were <br /> committee members Brossard, Kearney and Schumann; Council members Barker, <br /> Hemann, Limpert and Schumann; Mayor Kennedy and Recreation Commissioner, Betsy <br /> Drenski. <br /> • Discussed was Ordinance 2016-10 which is an Ordinance authorizing the Mayor <br /> of the City of North Olmsted to enter into a two-year agreement with Imperial <br /> Vending Company in order to provide for vending machine services at the North <br /> Olmsted Recreation Center. Drenski indicated that the vending contract was put <br /> out to bid, and only two vendors submitted bids to the city. Imperial offers a 30% <br /> commission while the former vendor offered only 15%. Currently there are only <br /> two vending machines at the Recreation Center, and they hope to add a third. <br /> 3 <br />
