Council Minutes of 02-16-2016 <br /> improvements to the site. There was some discussion regarding the retention <br /> pond on the rear of the property and the new owners' responsibility as water from <br /> the residential neighborhood to the north feeds into it. The applicant <br /> representative stressed that the pond would be repaired and maintained. The <br /> committee voted 3-0 to recommend approval of CMS 15-4753 to Council. <br /> Councilman Schumann made a motion to approve CMS 15-4753 Lorain Self Storage <br /> located at 24002 Lorain Road subject to recommendations set forth by the Planning & <br /> Design Commission. The motion was seconded by Councilwoman Williamson and <br /> passed unanimously. CMS15-4753 approved 7-0. <br /> AUDIENCE PARTICIPATION <br /> Tim Smith, 6053 Sherwood Drive said he spoke with Don Pangrac and he was frustrated <br /> that the Council meetings are not on the public access channel for residents to view. <br /> Smith said he has suggested this several times over the years, and quite a few residents <br /> asked about Council meetings last year when he was out campaigning. For a lot of <br /> residents, the dates and time of Council meetings conflict with their schedules. Smith <br /> asked that Council consider broadcasting the Council meetings on the local access <br /> channel. <br /> LEGISLATION <br /> Ordinance 2016-1 introduced by Council President Jones on behalf of Mayor Kennedy <br /> was given its third reading. An Ordinance providing for the issuance and sale of not to <br /> exceed $1,605,000 of Notes, in anticipation of the issuance of Bonds, to provide funds to <br /> pay costs of improving Barton Road and certain other designated streets between certain <br /> termini in the city by reconstructing and rehabilitating the pavement base, adjusting, <br /> constructing and reconstructing catch basins, curbs and curb ramps, manholes and utility <br /> valve and monument boxes, where necessary, preparing the surface and resurfacing, in <br /> each case together with necessary appurtenances and work incidental thereto. <br /> Councilman Kearney moved for adoption. The motion was seconded by Councilman <br /> Schumann and passed unanimously. Ordinance 2016-1 adopted 7-0. <br /> Resolution 2016-4 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Director of Public Service to advertise for bids for the award <br /> of a contract to provide asphalt resurfacing and related repairs upon city streets, as <br /> detailed in the specifications on file with the Engineer, and authorizing the Mayor, <br /> following approval of the Board of Control, to contract for the same with the lowest and <br /> best bidder. <br /> Resolution 2016-5 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Director of Public Service to advertise for bids for the award <br /> of a contract to provide concrete replacement and related repairs upon city streets, as <br /> detailed in the specifications on file with the Engineer, and authorizing the Mayor, <br /> following approval of the Board of Control, to contract for the same with the lowest and <br /> best bidder. <br /> 5 <br />
