167.08 COMMUNITY LIFE SERVICES ADVISORY BOARD. <br />(a) Creation. There is hereby created an advisory board to be known as the <br />Community Life Services Advisory Board, which Board shall consist of seven members <br />appointed by the Mayor and confirmed by a majority of Council for a term of five years. The <br />terms of members first appointed shall be staggered. <br />Any vacancy shall be filled in the same manner for the unexpired term. <br />(b) Powers and Duties. The Community Life Services Advisory Board shall meet <br />monthly for the purpose of advising and assisting the Director of Human Resources in the <br />establishment of policies and procedure with respect to prospective programs or activities <br />deemed necessary to carry out the purposes of the Division of Community and Youth Services. <br />In its decision-making process the Board shall have the power to establish various <br />subcommittees, which subcommittees may consist of nonboard members, however, and <br />subcommittee recommendations must be approved by the Board as a whole before such <br />recommendations can be considered by the Director. The Board shall also confer with the <br />Mayor and Council relative to the establishment of programs designed to meet the human needs <br />of the residents of the City. The Board shall further recommend to the Mayor and Council an <br />annual budget. <br />(c) Rules and Regulations. The Board shall adopt rules and regulations with respect <br />to the conducting of meetings which shall be consistent with the purpose and intent of the powers <br />and duties set forth in this section. The Board shall further promulgate and adopt rules and <br />regulations with respect to the establishment of subcommittees and the method by which they <br />meet and report back to the Board as a whole. <br />167.09 PETTY CASH FUND. <br />There is hereby created a petty cash fund within the Department of Human Resources <br />with a maximum amount of one hundred dollars ($100.00), and the expenditures out of that fund <br />shall be properly receipted. The Director of Human Resources or his designee shall supply <br />receipts to the Director of Finance, who in turn, will replenish the amount depleted from the <br />petty cash fund, upon being satisfied that the receipts are in proper order. The expenditures out <br />of the fund will be for sustaining emergency indigent clients and for no other purpose. <br />167.99 COMPOSITION AND ORGANIZATION OF THE DEPARTMENT OF HUMAN <br />RESOURCES <br />The positions set forth herein shall constitute the staff and organization of the Department <br />of Human Resources, together with all divisions there under.
