CHAPTER 139 <br />Department of Public Safety <br />139.01 <br />Establishment <br />139.02 <br />Director of Public Safety <br />139.03 <br />Secretary to Director of Public Safety <br />139.04 <br />Division of Police <br />139.05 <br />Division of Fire <br />139.99 Composition and Organization of the Department of Public Safety <br />139.01 ESTABLISHMENT. <br />Pursuant to the authority of the Charter, Article V Section 1, there is hereby established <br />the Department of Public Safety. The staffing of the Department of Public Safety is hereby <br />established and is reflected in the organizational chart for the Department of Public Safety <br />contained in Section 139.99(a), which is incorporated herein as if fully rewritten. <br />139.02 DIRECTOR OF PUBLIC SAFETY <br />The Department of Public Safety shall be headed by the Director of Public Safety. <br />(a) Appointment, Term, Removal and Qualifications. The Director shall be a full- <br />time employee appointed by the Mayor, which appointment and term shall be governed by <br />Charter Art. III, §5(a). The Director of Public Safety may also serve as the Director of Public <br />Service, if so appointed by the Mayor. The Mayor may remove the Director with the <br />concurrence of two-thirds (2/3) of the members of council eligible to vote. <br />(b) Duties. The Director of Public Safety shall have charge of the Department of <br />Public Safety. He shall make all the necessary rules and regulations for the governance of the <br />Department and the divisions thereof. He shall be charged with the duty of enforcing all police, <br />fire, safety, health and sanitary regulations that may be prescribed by ordinances of the City or, <br />when applicable, the general laws of Ohio. The Director of Public Safety shall be the head of the <br />Division of Fire and the Division of Police. <br />139.03 SECRETARY TO THE DIRECTOR OF PUBLIC SAFETY <br />There is hereby created the position of Secretary to the Director of Public Safety, which <br />shall be appointed by and be answerable to the Director of Public Safety. The Secretary shall be <br />the secretary to the Director, and shall provide clerical and secretarial services to the Director. <br />The secretary shall also provide such other services and perform such other duties consistent <br />with the position as may be required by the Director. <br />139.04 DIVISION OF POLICE <br />There is hereby established a Division of Police within the Department of Public <br />Safety. The Division of Police shall be headed by the Chief of Police. <br />
