MINUTES OF THE MEETING OF THE COUNCIL <br /> OF THE CITY OF NORTH OLMSTED <br /> MARCH 16,2016 <br /> Present: Council President Jones, Council Members Barker, Brossard, Hemann, <br /> Kearney, Limpert, Schumann and Williamson <br /> Also Present: Director of Law Gareau, Director of Finance Copfer, Clerk of Council <br /> Gallo, Director of Safety & Service Glauner and Director of Planning & <br /> Development Wenger <br /> Absent: Mayor Kennedy <br /> Director of Human Resources Farver <br /> Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br /> 5200 Dover Center Road,North Olmsted, Ohio. <br /> Members of the audience were invited to join Council in the recitation of the Pledge of <br /> Allegiance. <br /> The Council meeting minutes of March 1, 2016 were approved as written. <br /> The following legislation will be considered for passage under suspension of the rules <br /> this evening: Second Reading — Resolution 2016-16; First Reading — Resolutions 2016- <br /> 27, 2016-28 and 2016-30. <br /> REPORTS <br /> Mayor Kennedy: <br /> • No report in his absence. <br /> Director of Law Gareau: <br /> • On March 10, 2016 the Law Department, after consultation and concurrence of <br /> the Mayor, communicated with the Department of Housing and Urban <br /> Development the city's desire to end the Fair Housing Assistance Program and <br /> withdraw from HUD. As was discussed during the budget hearings, HUD has <br /> placed an administrative management demand upon the city that would far exceed <br /> the city's ability to budget for such program. HUD seeks full time staffing <br /> including an Administrator, Secretary and investigator. Such funding would <br /> come from the General Fund of the City of North Olmsted, since the city does not <br /> generate enough complaints to pay for itself. HUD was also critical of the <br /> number of complaints generated. There are only four municipal partners in the <br /> entire state of Ohio: Dayton, Canton, Shaker Heights and North Olmsted. <br /> Nationally, there are eighty-seven total partners, and generally, each state has a <br /> state agency partner. That leaves a relatively small number of municipal partners <br />
