Council Minutes of 03-16-2016 motion was seconded by Councilman Kearney, and the committee voted 3-0 to recommend approval of Ordinance 2016-20. The meeting was adjourned at 7:50 p.m. Councilman Schumann, Chairman of the Building, Zoning & Development Committee: The BZD Committee met Tuesday, March 8, 2016 at 7:10 p.m. Present were committee members Schumann, Barker and Williamson; Council members Hemann, Limpert and Kearney; Mayor Kennedy, Assistant Director of Law O'Malley, Safety & Service Director Glauner, Planning & Development Director Wenger and guests. • Discussed first was Ordinance 2016-18 which is an Ordinance repealing Chapter 765 entitled "Retail Business Regulations" and establishing Chapter 733 of the Business Regulation Code entitled "Tent Sales & Special Events" to provide regulations for such events in the City of North Olmsted. Director Wenger stated that presently the city has no regulations for tents, tent sales and tent events in the Codified Ordinances. This legislation would provide for a permit process and inspection. This Ordinance is for businesses and would not be applicable to non- profits, residents or neighborhood groups. The committee voted 3-0 to recommend the approval of Ordinance 2016-18. • Discussed last was Ordinance 2016-19 which is an Ordinance establishing Chapter 735 of the Business Regulation Code entitled "Food Trucks" to provide regulations for mobile food vendors in the City of North Olmsted. As of today, no allowances exist in the city's Codified Ordinances for food trucks. Although the committee members generally favored the ideas, there were enough questions on definitions and legalities that Director Wenger suggest the legislation be held in committee until more details could be worked out with the Law Dept. The committee voted 3-0 to hold Ordinance 2016-19 in committee. Councilman Limpert, Chairman of the Environmental Control Committee: The Environmental Control Committee met Tuesday, March 8, 2016 at 7:50 p.m. Present were committee members Limpert, Brossard and Hemann; Council President Jones; Council members Barker, Kearney and Schumann; Mayor Kennedy, Safety & Service Director Glauner and guests. • Discussed was Ordinance 2016-15 which is an Ordinance amending various sections of Chapter 911, "Sewers Generally" and Chapter 917 "Industrial Pretreatment" of the Codified Ordinances of the City of North Olmsted titled, "Streets, Utilities and Public Services Code" in order to conform to the requirements of the Environmental Protection Agency, and declaring an emergency. Director Glauner gave an overview of the Code changes. The committee voted 3-0 to recommend approval of Ordinance 2016-15. The meeting was adjourned at 7:58 p.m. Councilwoman Hemann, Chairwoman of the Intra-Governmental Relations Committee: The Intra-Governmental Relations Committee met Wednesday, March 16, 2016 at 7:18 p.m. Present were committee members Hemann, Limpert and Kearney; Council members Barker, Brossard and Schumann; Safety & Service Director Glauner and guests. 4
