Council Minutes of 03-16-2016 <br /> motion was seconded by Councilman Kearney, and the committee voted 3-0 to <br /> recommend approval of Ordinance 2016-20. The meeting was adjourned at 7:50 <br /> p.m. <br /> Councilman Schumann, Chairman of the Building, Zoning & Development Committee: <br /> The BZD Committee met Tuesday, March 8, 2016 at 7:10 p.m. Present were committee <br /> members Schumann, Barker and Williamson; Council members Hemann, Limpert and <br /> Kearney; Mayor Kennedy, Assistant Director of Law O'Malley, Safety & Service <br /> Director Glauner, Planning & Development Director Wenger and guests. <br /> • Discussed first was Ordinance 2016-18 which is an Ordinance repealing Chapter <br /> 765 entitled "Retail Business Regulations" and establishing Chapter 733 of the <br /> Business Regulation Code entitled "Tent Sales & Special Events" to provide <br /> regulations for such events in the City of North Olmsted. Director Wenger stated <br /> that presently the city has no regulations for tents, tent sales and tent events in the <br /> Codified Ordinances. This legislation would provide for a permit process and <br /> inspection. This Ordinance is for businesses and would not be applicable to non- <br /> profits, residents or neighborhood groups. The committee voted 3-0 to <br /> recommend the approval of Ordinance 2016-18. <br /> • Discussed last was Ordinance 2016-19 which is an Ordinance establishing <br /> Chapter 735 of the Business Regulation Code entitled "Food Trucks" to provide <br /> regulations for mobile food vendors in the City of North Olmsted. As of today, <br /> no allowances exist in the city's Codified Ordinances for food trucks. Although <br /> the committee members generally favored the ideas, there were enough questions <br /> on definitions and legalities that Director Wenger suggest the legislation be held <br /> in committee until more details could be worked out with the Law Dept. The <br /> committee voted 3-0 to hold Ordinance 2016-19 in committee. <br /> Councilman Limpert, Chairman of the Environmental Control Committee: <br /> The Environmental Control Committee met Tuesday, March 8, 2016 at 7:50 p.m. Present <br /> were committee members Limpert, Brossard and Hemann; Council President Jones; <br /> Council members Barker, Kearney and Schumann; Mayor Kennedy, Safety & Service <br /> Director Glauner and guests. <br /> • Discussed was Ordinance 2016-15 which is an Ordinance amending various <br /> sections of Chapter 911, "Sewers Generally" and Chapter 917 "Industrial <br /> Pretreatment" of the Codified Ordinances of the City of North Olmsted titled, <br /> "Streets, Utilities and Public Services Code" in order to conform to the <br /> requirements of the Environmental Protection Agency, and declaring an <br /> emergency. Director Glauner gave an overview of the Code changes. The <br /> committee voted 3-0 to recommend approval of Ordinance 2016-15. The meeting <br /> was adjourned at 7:58 p.m. <br /> Councilwoman Hemann, Chairwoman of the Intra-Governmental Relations Committee: <br /> The Intra-Governmental Relations Committee met Wednesday, March 16, 2016 at 7:18 <br /> p.m. Present were committee members Hemann, Limpert and Kearney; Council <br /> members Barker, Brossard and Schumann; Safety & Service Director Glauner and guests. <br /> 4 <br />
