Council Minutes of 04-05-2016 <br /> Councilman Kearney made a motion to amend Ordinance 2016-26 to amend the Outreach <br /> Coordinator salary range, to amend double time days in Section 12, to amend and <br /> increase the boot and clothing allowance in Section 16 and to add an emergency clause. <br /> The motion was seconded by Councilman Schumann and passed unanimously. <br /> Ordinance 2016-26 amended 7-0. <br /> Councilman Kearney made a motion to amend Ordinance 2016-32 to amend 135.07 <br /> "Monthly Reports Required" so that it reads said monthly reports shall be prepared and <br /> delivered to Council on or before forty days after the end of the month. The motion was <br /> seconded by Councilman Schumann and passed unanimously. Ordinance 2016-32 <br /> amended 7-0. <br /> Councilman Schumann, Chairman of the Building, Zoning & Development Committee; <br /> The BZD Committee met Tuesday, March 22, 2016 at 7:20 p.m. Present were committee <br /> members Schumann, Barker and Williamson; Council President Jones; Council members <br /> Brossard, Hemann, Kearney and Limpert; Mayor Kennedy, Law Director Gareau, <br /> Finance Director Copfer, Safety & Service Director Glauner, Planning & Development <br /> Director Wenger and Human Resources Director Farver; North Olmsted City Schools <br /> Superintendent Zalar, Architect Jeff Henderson and guests. <br /> • Discussed was CMS16-5267 Butternut School Conversion Project. Planning & <br /> Development Director Wenger reported that the proposal consists of site changes <br /> to the Butternut grade school from an elementary school to the North Olmsted <br /> School's administration building and bus parking. The lot is currently zoned A- <br /> single residence. Director Wenger explained that a conditional use permit is <br /> required and discussed the standards for the permit. Further, she explained that <br /> the plan includes minor exterior changes to the building. However, the <br /> playground will be removed and pavement will be expanded to accommodate 40 <br /> buses and parking for bus drivers behind the building. The area will be curbed <br /> and fenced and bus servicing will take place at the existing garage at the high <br /> school/middle school campus. Existing lighting will remain with some additional <br /> proposed for the bus area. Storm water detention will be added; a dry basin with <br /> a six-foot fence for safety. Director Wenger shared with the committee some of <br /> the discussions from the Planning & Design Commission meeting, including <br /> resident and commission members' concerns. These mostly centered on drainage <br /> and traffic, and the school's response was that this was their best alternative to be <br /> close to the administration building and service garage. The Planning & Design <br /> Commission voted 5-2 in favor of the conditional use permit and 6-1 in favor of <br /> the plan. Councilman Schumann explained his vote of opposition at the Planning <br /> & Design Commission meeting. He feels this plan would negatively affect the <br /> Historic District and its residents. He mentioned the poor condition of Butternut <br /> Ridge Road including the absence of curbs and storm sewers at the site's <br /> driveway. He also questioned why the school district could not put the buses in a <br /> light industrial area as most other communities do. Architect Jeff Henderson <br /> presented the school's logic, showing maps of other school-owned property and <br /> his assertion that this proposal would affect the least number of residents. <br /> Superintendent Zalar expressed that although this was not a perfect plan, it was <br /> the best plan the schools could present.
