Council Minutes of 04-05-2016 <br /> Councilman Kearney, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday, March 22, 2016 at 7:55 p.m. Present were <br /> committee members Kearney, Schumann and Barker; Council President Jones; Council <br /> members Brossard, Hemann, Limpert and Williamson; Mayor Kennedy, Finance Director <br /> Copfer, Safety & Service Director Glauner and guests. <br /> • Discussed first was Resolution 2016-29 which is a Resolution authorizing the <br /> Mayor to purchase a new Ford Utility Interceptor from Statewide Ford Lincoln <br /> Mercury at a cost of$25,495.00, through the State Purchase Program; and further <br /> authorizing the Mayor to execute all documents necessary to effectuate such <br /> purchase. This vehicle will be used by the WWTP. The committee voted 3-0 to <br /> recommend approval of Resolution 2016-29. <br /> • Discussed next was Ordinance 2016-26 which is an Ordinance amending the rates <br /> of compensation for various administrative and legislative personnel for 2016 to <br /> create the positions of Maintenance in the Division of Aging, and Administrative <br /> Secretary in the Divisions of Finance, Law, Human Resources and Safety; to <br /> amend the Police Secretary salary range; to amend the title of Administrative <br /> Assistant in the Division of Planning; to increase the boot allowance in Section <br /> 16; and to compensate for commercial driver licenses via new Section 17 all <br /> retroactive to January 1, 2016; and to otherwise restate the compensation rates <br /> and descriptions for various administrative and legislative personnel for the years <br /> 2015, 2016 and 2017. This Ordinance was discussed at length during budget <br /> hearings. The committee voted 3-0 to recommend approval of Ordinance 2016- <br /> 26 with an amendment and suspension. <br /> • Discussed last were the following Ordinances: 2016-31 which is an Ordinance <br /> amending and re-establishing Chapter 137 of the Administrative Code, entitled <br /> "Department of Law" in order to implement organization changes within the <br /> department, and declaring an emergency; 2016-32 which is an Ordinance <br /> amending and re-establishing Chapter 135 of the Administrative Code, entitled <br /> "Department of Finance" in order to implement organization changes within the <br /> department, and declaring an emergency; 2016-33 which is an Ordinance <br /> amending and re-establishing Chapter 167 of the Administrative Code, entitled <br /> "Department of Human Resources" in order to implement organization changes <br /> within the department and further to abolish the defunct Community Life Services <br /> Advisory Board, and declaring an emergency; 2016-34 which is an Ordinance <br /> amending and re-establishing Chapter 139 of the Administrative Code, entitled <br /> "Department of Public Safety" in order to implement organization changes within <br /> the department, and declaring an emergency; and 2016-35 which is an Ordinance <br /> amending and re-establishing Chapter 179 of the Administrative Code, entitled <br /> "Department of Planning and Development" in order to implement organization <br /> changes within the department, and declaring an emergency. These were also <br /> discussed at length during the budget process, and these Ordinances will amend <br /> the city's Code to incorporate the organization changes. The committee voted 3-0 <br /> to recommend approval of Ordinances 2016-31 through 2016-35 with an <br /> amendment and suspension. <br /> 3 <br />
