Council Minutes of 05-17-2016 <br /> next phone system have begun. There are currently issues with voicemail, and the <br /> current phones being used by employees are not made anymore. Money can also <br /> be saved with the new phone plan and reducing the amount of Centrex lines that <br /> the city currently has. <br /> • The RITA software has been installed in the Finance Dept. to receive the non- <br /> filers information. <br /> • The Senior Transportation Connection (STC) contract was renewed for 2016 at <br /> the same rate. <br /> Councilman Barker took a moment of personal privilege to say he has known Detective <br /> Sergeant Wagner for many years. Sgt. Wagner contacted Councilman Barker for an <br /> interview for the Police Executive Leadership College. Sgt. Wagner is one of the many <br /> great employees in the Police Dept. <br /> Councilman Kearney, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday, May 17, 2016 at 7:00 p.m. Present were <br /> committee members Kearney, Schumann and Barker; Council President Jones; Council <br /> members Brossard, Hemann, Limpert and Williamson; Mayor Kennedy, Finance Director <br /> Copfer, Safety & Service Director Glauner, Planning & Development Director Wenger <br /> and guests. <br /> • Discussed first was Ordinance 2016-51 which is an Ordinance amending Section <br /> 915.06 of the Streets, Utilities and Public Services Code of the Codified <br /> Ordinances of the City of North Olmsted to authorize the Director of Public <br /> Service to adjust user charges for the use of the municipal sanitary sewer system, <br /> and declaring an emergency. The committee voted 3-0 to recommend approval of <br /> Ordinance 2016-51 with an amendment. <br /> • Discussed next was Ordinance 2016-52 which is an Ordinance amending Section <br /> 109.06 of Chapter One of the Codified Ordinances of the City of North Olmsted <br /> titled "Administrative Code" for the purpose of (1) removing reference to <br /> abolished boards and commissions; and (2) reassigning duties previously <br /> undertaken by the abolished position of Clerk of Commissions; and (3) updating <br /> employee titles, and declaring an emergency. This is part of the ongoing work to <br /> streamline the Codified Ordinances. The committee voted 3-0 to recommend <br /> approval of Ordinance 2016-52. <br /> • Discussed last were two Ordinances — Ordinance 2016-63 which is an Ordinance <br /> amending and re-establishing Chapter 131.07 and 131.99(D) of the <br /> Administrative Code, entitled "Division of Mayor's Court" and "Composition and <br /> Organization of the Office of Mayor," respectively, in order to provide for an <br /> additional part-time Magistrate and an acting Magistrate, and declaring an <br /> emergency; and Ordinance 2016-64 which is an Ordinance amending the rates of <br /> compensation for various administrative and legislative personnel for 2016 to <br /> create the position of Magistrate (part-time); adjust the salary range for the Clerk <br /> of Court and the Assistant Clerk of Court positions (Section 4B) due to the <br /> additional RITA and property maintenance court programs; and to otherwise <br /> restate the compensation rates and descriptions for various administrative and <br /> legislative personnel for the years 2015, 2016 and 2017, and declaring an <br /> emergency.
