Council Minutes of 05-17-2016 <br /> Councilwoman Hemann made a motion to recommend the appointment. The <br /> motion was seconded by Councilman Limpert, and the committee voted 3-0 to <br /> recommend the appointment of Leah Rogalski-Davis to the Arts Commission for <br /> the unexpired term ending December 31, 2016. <br /> Councilwoman Hemann made a motion to recommend the appointment of Leah <br /> Rogalski-Davis to the Arts Commission for the unexpired term ending December 31, <br /> 2016. The motion was seconded by Councilman Limpert and passed unanimously. <br /> Appointment approved 7-0. <br /> AUDIENCE PARTICIPATION <br /> Dennis Lambert, 25057 Carey Lane said there have been two substantial increases in <br /> sewer rates which will top out in 2017. He referenced Ordinance 2016-60 and said this is <br /> a lack of leadership by the Mayor, Council President and Finance Director. It's being <br /> assigned to the Environmental Control Committee when it's really a finance issue. This <br /> is dealing with the spending of money and the hiring of Hazen & Sawyer. This is the <br /> kind of study that should be done in the Finance Department to determine the cash flow <br /> of money and necessity for the sewer. What upsets him is that the city is going to court <br /> with the schools for a $50,000 difference. A few years ago, the Mayor spent $260,000 <br /> for a bungalow on Dover Center Road that didn't appraise more than $120,000. Lambert <br /> said when the city is going after the schools, they are going after him because that money <br /> is coming out of his pocket for attorney fees. Two years ago there was a sewer clean-up <br /> and all of that money and overtime was charged to the sewer fund. The sewer fund has <br /> become a slush fund, and the city is now looking for an excuse to add more money to the <br /> poor sewer users in a fee. There are going to be a lot of people upset at this. <br /> Connor Jones, 30827 Windy Hollow Lane thanked Council for their support of the <br /> Resolutions to him and his fellow Scouts as they earn their Arrow of Light Awards and <br /> become Boy Scouts. The city is always supportive of the scouting programs impact on <br /> the young residents of North Olmsted, and he thanks Council for that. <br /> LEGISLATION <br /> Ordinance 2016-19 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance establishing Chapter 735 of the Business Regulation Code entitled "Food <br /> Trucks" to provide regulations for mobile food vendors in the City of North Olmsted, as <br /> amended. Councilman Schumann moved for adoption. The motion was seconded by <br /> Councilman Barker and passed unanimously. Ordinance 2016-19 adopted 7-0. <br /> Ordinance 2016-47 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance amending Section 926.15(c) of Chapter Nine of the Codified Ordinances of <br /> the City of North Olmsted titled "Streets, Utilities and Public Services Code" for the <br /> limited purpose of changing the "Board of Building Code Appeals" to the "Building and <br /> Zoning Board of Appeals" and declaring an emergency. Councilman Schumann moved <br /> for adoption. The motion was seconded by Councilwoman Williamson and passed <br /> unanimously. Ordinance 2016-47 adopted 7-0. <br /> 4 <br />
