MINUTES OF THE MEETING OF THE COUNCIL <br /> OF THE CITY OF NORTH OLMSTED <br /> MAY 3, 2016 <br /> Present: Council President Jones, Council Members Barker, Brossard, Hemann, <br /> Kearney, Limpert, Schumann and Williamson <br /> Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Law Gareau, <br /> Clerk of Council Gallo, Director of Safety & Service Glauner, Director of <br /> Planning & Development Wenger & Director of Human Resources Farver <br /> Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br /> 5200 Dover Center Road,North Olmsted, Ohio. <br /> Members of the audience were invited to join Council in the recitation of the Pledge of <br /> Allegiance. <br /> The Council meeting minutes of April 19, 2016 were approved as written. <br /> The following legislation will be considered for passage under suspension of the rules <br /> this evening: Second Reading—Ordinance 2016-46; First Reading—Resolution 2016-53 <br /> REPORTS <br /> Mayor Kennedy: <br /> • He presented several high school students with scholarships from his annual <br /> Mayor's 5K Run (winners attached to these minutes). <br /> Director of Law Gareau: <br /> • He announced that his department has hired a new Law Clerk. She is a first year <br /> student at the Cleveland Marshall College of Law. <br /> • He announced a decision that was released by the Ohio Supreme Court in a school <br /> board case outside of Columbus where it was alleged that a number of the <br /> members communicating electronically by E-mail violated the Open Meetings <br /> Law. The Supreme Court stated today that there cannot be communication even <br /> if you send an E-mail to six people and they communicate amongst themselves. <br /> That, in itself, is a violation of the Open Meetings Law. Before today, North <br /> Olmsted has always erred on the side of caution. Now, the city has a clear cut <br /> answer. <br /> Director of Finance Copfer: <br /> • They were successful in changing the city's credit card processing company to <br /> Omega Processing for the Recreation Center and Springvale. As Council may <br /> recall, the estimated annual savings would be $3,000 for the Recreation Center <br /> and $10,000 for Springvale respectively. <br /> Councilman Kearney, Chairman of the Finance Committee: <br />
