Council Minutes of 05-03-2016 The Finance Committee met Tuesday, April 26, 2016 at 7:00 p.m. Present were committee members Kearney, Schumann and Barker; Council President Jones; Council members Brossard, Hemann and Limpert; Mayor Kennedy, Finance Director Copfer, Planning& Development Director and guests. • Discussed first was Ordinance 2016-46 which is an Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2016, and declaring an emergency. The amended section is a transfer from the Council capital line item to the Finance Dept. line item for office furniture. The other amendments are mostly for employees and training. The committee voted 3-0 to recommend approval of Ordinance 2016-46 as amended with suspension. Councilman Kearney made a motion to amend Ordinance 2016-46. The motion was seconded by Councilman Barker and passed unanimously. Ordinance 2016-46 amended 7-0. • Discussed next was Ordinance 2016-48 which is an Ordinance amending various sections of Chapter One of the Codified Ordinances of the City of North Olmsted titled "Administrative Code" for the purpose of (1) removing reference to abolished boards and commissions; and (2) reassigning duties previously undertaken by the abolished position of Clerk of Commissions; and (3) updating employee titles, and declaring an emergency and Ordinance 2016-50 which is an Ordinance amending Section 149.02 of Chapter One of the Codified Ordinances of the City of North Olmsted titled "Administrative Code" for the purpose of reassigning the duties of the Clerk of Commissions, and declaring an emergency. These Ordinances "clean up" some verbiage and clarifies who is responsible for what duties. The committee voted 3-0 to recommend approval of Ordinances 2016-48 and 2016-50. Councilwoman Hemann, Vice-Chairwoman of the Streets & Transportation Committee: The Streets Committee met Tuesday, April 26, 2016 at 7:12 p.m. Present were committee members Hemann, and Limpert; Council President Jones; Council members Barker, Brossard, Kearney and Schumann; Mayor Kennedy, Planning & Development Director Wenger and guests. • Discussed was Ordinance 2016-47 which is an Ordinance amending Section 926.15(c) of Chapter Nine of the Codified Ordinances of the City of North Olmsted titled "Streets, Utilities and Public Services Code" for the limited purpose of changing the "Board of Building Code Appeals" to the "Building and Zoning Board of Appeals" and declaring an emergency. This is a house keeping issue as a result of a Charter Review Commission recommendation which was passed by the voters which amends the Code section to include the new BZBA board. Councilwoman Hemann made a motion to recommend approval of Ordinance 2016-47. The motion was seconded by Councilman Limpert, and the committee voted 2-0 to recommend approval of Ordinance 2016-47.
