MINUTES OF THE MEETING OF THE COUNCIL <br /> OF THE CITY OF NORTH OLMSTED <br /> AUGUST 2, 2016 <br /> Present: Council President Jones, Council Members Barker, Brossard, Hemann, <br /> Kearney, Limpert, Schumann and Williamson <br /> Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Law Gareau, <br /> Clerk of Council Gallo, Director of Safety & Service Glauner, Director of <br /> Planning & Development Wenger & Director of Human Resources Farver <br /> Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br /> 5200 Dover Center Road,North Olmsted, Ohio. <br /> Members of the audience were invited to join Council in the recitation of the Pledge of <br /> Allegiance. <br /> The Council meeting minutes of June 21, 2016 were approved as written. <br /> The following legislation will be considered for passage under suspension of the rules <br /> this evening: First Reading—Ordinance 2016-78 and Resolution 2016-79 <br /> REPORTS <br /> Mayor Kennedy: <br /> • The 2016 BOOM! was a huge success. He thanked City Hall staff and safety <br /> forces who helped put this together. He thanked the sponsors that helped <br /> contribute to this event as well. <br /> • There were two recent employee retirements. Burl Brooks, Service Laborer A <br /> Storm Crew, retired on July 29, 2016. He had been with the City since February <br /> 6, 1989. Tom Herbster, WWTP Maintenance Tech 3, retired on July 29, 2016. <br /> He has been with the City since November 19, 1984. He thanked them for their <br /> service. <br /> Director of Law Gareau: <br /> • He informed Council at a previous Council meeting of a lawsuit filed by a North <br /> Olmsted resident Ted Bowman vs. Ptl. John Downs, et.al. in which the police <br /> responded to an incident at his home. He was not home at the time, but a woman <br /> with an outstanding warrant was there. When the resident came home, he was <br /> assaulted by the woman so he filed a lawsuit alleging that the city was responsible <br /> for the assault because she was not removed from the home when the police were <br /> there. That case was dismissed today. <br /> • In the case of Khadijah Nia Bey vs. The City of North Olmsted, Ms. Bey was <br /> claiming sovereign citizenship and not subject to jurisdiction in North Olmsted <br /> Mayors Court and refused to enter a plea regarding to a no operating license. She <br /> attempted to transfer her traffic case to the United States Federal District Court <br />
