Pros and cons of this Ordinance were discussed, and <br /> after much discussion, the committee voted 7-0 to recommend approval of <br /> Ordinance 2016-76 with suspension. The meeting was adjourned at 7:45 p.m. <br /> Councilman Schumann, Chairman of the Building,Zoning & Development Committee: <br /> The BZD Committee met Tuesday, August 9, 2016 at 7:02 p.m. Present were committee <br /> members Schumann, Barker and Williamson; Council members Brossard, Hemann <br /> Kearney and Limpert; Finance Director Copfer, Planning & Development Director <br /> Wenger and Architect Copley on behalf of the applicant. <br /> • Discussed was CMS16-6200 Ganley Honda located at 25870 Lorain Road. This <br /> is the site west of Ganley. The application included demolition of an apartment <br /> and creation of inventory space, landscaping with brick pavers, new lighting <br /> which is compliant and the Planning & Design Commission's recommendation of <br /> a post-construction photometric test as a condition of approval. Lot consolidation <br /> was approved by the Planning & Design Commission. The committee voted 3-0 <br /> to recommend approval of CMS 16-6200 Ganley Honda. <br /> Councilman Schumann made a motion to recommend approval of CMS 16-6200 Ganley <br /> Honda located at 25870 Lorain Road subject to recommendation set forth by the Planning <br /> & Design Commission. The motion was seconded by Councilman Barker and passed <br /> unanimously. CMS 16-6200 Ganley Honda approved 6-0. <br /> Councilman Limpert, Chairman of the Environmental Control Committee: <br /> The Environmental Control Committee met Tuesday, August 9, 2016 at 7:45 p.m. <br /> Present were committee members Limpert, Brossard and Hemann; Council members <br /> Barker, Kearney, Schumann and Williamson; Finance Director Copfer, City Engineer <br /> DiFranco and guests. <br /> • Discussed was Ordinance 2016-77 which is an Ordinance authorizing the Mayor <br /> and Finance Director to enter into negotiated expansion of sewer service area <br /> defined by Exhibit B of the Sewer Service Agreement with the County of <br /> Cuyahoga, as amended and restated in 2013. Finance Director Copfer <br /> summarized the Ordinance for Council. She had several meetings with the City <br /> Engineer, County Engineer, Olmsted Township Trustees and the Administration. <br /> It had been determined that it would be best to place some parcels in District 14 <br /> back under the ownership of the Northeast Ohio Regional Sewer District for <br /> future improvements. Engineer DiFranco noted that there wouldn't be any issues <br /> with future integration by moving this area back to the NEORSD. The committee <br /> voted 3-0 to recommend approval of Ordinance 2016-77. The meeting was <br /> adjourned at 8:00 p.m. <br /> AUDIENCE PARTICIPATION <br /> Steve Olander, 28574 Spruce Drive asked Council if they are aware of the flooding <br /> problem on Lorain from Dover to as far east as Wendy's during a fifteen minute rain. <br /> Last Wednesday, it had rained and he witnessed three inches of rain on Lorain between <br /> Phnom Penh and the Tae Kwon Do school. This increased to about eight inches of rain <br /> 2 <br />
