Council Minutes of 08-16-2016 <br /> going over the tree lawns up to the buildings. Mr. Olander stated he has a dashboard <br /> camera in his car and he said he can submit a jump drive of footage to the city of the <br /> flooding that he witnessed. Director Glauner stated that he was not aware of this, and he <br /> will have the sewer crew check the situation first thing in the morning. Councilman <br /> Brossard asked if the flooding is on one or both sides of Lorain and Mr. Olander said it is <br /> both sides of Lorain; both eastbound and westbound Lorain. Between Porter and <br /> McKenzie, westbound Lorain was flooded from the curb out causing him to leave the <br /> lane so he could maintain control of his vehicle. <br /> LEGISLATION <br /> Ordinance 2016-76 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance establishing Chapter 176 of the Administrative Code entitled "Job Retention <br /> Grant Program" to provide incentives for business expansion in the City of North <br /> Olmsted, and declaring an emergency. Councilman Brossard made a motion to suspend <br /> the rule requiring three readings as this was discussed in committee. The motion was <br /> seconded by Councilwoman Hemann and passed unanimously. Councilman Brossard <br /> moved for adoption. The motion was seconded by Councilwoman Hemann and passed <br /> unanimously. Ordinance 2016-76 adopted 6-0. <br /> Ordinance 2016-77 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance authorizing the Mayor and Finance Director to enter into negotiated expansion <br /> of sewer service area defined by Exhibit B of the Sewer Service Agreement with the <br /> County of Cuyahoga, as amended and restated in 2013. <br /> Resolution 2016-80 was introduced and placed on first reading by Council President Pro- <br /> tern Kearney on behalf of Mayor Kennedy. A Resolution accepting the amounts and <br /> rates as determined by the Budget Commission and authorizing the necessary tax levies <br /> and certifying them to the County Fiscal Officer. <br /> Resolution 2016-81 was introduced and placed on first reading by Council President Pro- <br /> tein Kearney on behalf of Mayor Kennedy. A Resolution to impose a moratorium on the <br /> granting of building permits or certificates of occupancy for any building, structure, use <br /> or change of use that would enable the cultivation, processing, or retail sale of medical <br /> marijuana for a period not to exceed six (6) months from the effective date of this <br /> Resolution, in order to allow the City Administration, Council and the North Olmsted <br /> Planning & Design Commission to review applicable Ohio statutes, criminal codes and <br /> the North Olmsted Zoning Code relative to such use, and declaring an emergency. <br /> Ordinance 2016-82 was introduced and placed on first reading by Council President Pro- <br /> tem Kearney on behalf of Mayor Kennedy. An Ordinance authorizing the Director of <br /> Human Resources to solicit proposals for excess insurance coverage for the City Health <br /> Care & Hospitalization Plans for 2017, and further authorizing the Mayor, subject to <br /> approval of the Board of Control, to enter into a contract for said insurance coverage. <br /> MISCELLANEOUS BUSINESS <br /> 3 <br />
