Council Minutes of 09-06-2016 <br /> support of the Administration as well as Council to have this moratorium in place. <br /> The State has passed the approval for the use of medical marijuana but without <br /> any set guidelines. This could take quite a bit of time for those guidelines to be <br /> decided and put into place. They are giving the municipalities the decision as to <br /> whether to allow the dispensing or not within their borders. Without clear <br /> guidelines, the Administration feels it is best to not open any doors at this time. <br /> Explanation from Law Director Gareau was brief and a motion was made by <br /> Councilman Barker to recommend approval of 2016-81 which was seconded by <br /> Councilwoman Williamson, and the vote was 3-0 to recommend the approval of <br /> Resolution 2016-81 with suspension. The meeting was adjourned at 7:12 p.m. <br /> Councilman Kearney, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday, August 23, 2016 at 7:15 p.m. Present were <br /> committee members Kearney, Schumann and Barker; Council members Brossard, <br /> Hemann, Limpert and Williamson; Mayor Kennedy, Law Director Gareau, Finance <br /> Director Copfer, Safety & Service Director Glauner, Human Resources Director Farver <br /> and Planning & Development Director Wenger. <br /> • Discussed first was Resolution 2016-80 which is a Resolution accepting the <br /> amounts and rates as determined by the Budget Commission and authorizing the <br /> necessary tax levies and certifying them to the County Fiscal Officer. This <br /> Resolution is submitted to the County on an annual basis. The committee voted <br /> 3-0 to recommend approval of Resolution 2016-80 with suspension. <br /> • Discussed last was Ordinance 2016-82 which is an Ordinance authorizing the <br /> Director of Human Resources to solicit proposals for excess insurance coverage <br /> for the City Health Care & Hospitalization Plans for 2017, and further authorizing <br /> the Mayor, subject to approval of the Board of Control, to enter into a contract for <br /> said insurance coverage. The committee voted 3-0 to recommend approval of <br /> Ordinance 2016-82 with suspension. <br /> AUDIENCE PARTICIPATION <br /> John (last name not audible), 5250 Columbia Road stated that two weekends ago, Lorain <br /> Road by Great Northern Mall flooded during a rain storm. Finance Director Copfer <br /> stated that there are no sewers on Lorain Road, and gravity causes the rain water to run <br /> off the road away from the middle of the road. It takes time for the road to clear during <br /> heavier rainfalls. Director Glauner stated that this issue came up at the last Council <br /> meeting. They went out to survey the road since then, and a couple basins were clogged <br /> with debris from the roadway. They have been cleaned out, and the pipes are in good <br /> shape and they are in the process of flushing them out. <br /> LEGISLATION <br /> Ordinance 2016-77 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance authorizing the Mayor and Finance Director to enter into negotiated expansion <br /> of sewer service area defined by Exhibit B of the Sewer Service Agreement with the <br /> County of Cuyahoga, as amended and restated in 2013.
