Council Minutes of 10-04-2016 requirements of the Ohio EPA associated with National Pollutant Discharge Elimination System (NPDES) permit program requirements. Ordinance 2016-97 was introduced and placed on first reading by Mayor Kennedy. An Ordinance replacing existing Chapter 928 (Post Construction Stormwater Management Regulations) of the Streets, Utilities and Public Services Code with new Chapter 928 (Comprehensive Stormwater Management) to meet new and updated requirements of the Ohio EPA associated with National Pollutant Discharge Elimination System (NPDES) permit program requirements. Resolution 2016-98 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to enter into a one year contract with TAC Computer Inc. in order to provide maintenance and repair services to computer hardware and software in the North Olmsted Fire Department. Resolution 2016-99 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Director of Public Safety on behalf of the City to apply for an Assistance to Firefighters Grant for the purpose of obtaining funds to acquire a replacement fire apparatus (truck); further authorizing the Mayor, if the application is granted, to enter into an agreement with the appropriate agency to accept said grant funds, and declaring an emergency. Councilman Kearney made a motion to suspend the rules requiring three readings and formal committee review. The motion was seconded by Councilman Barker and passed unanimously. Resolution 2016-100 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to enter into a contract with the Cuyahoga County General Health District for the year 2017. Resolution 2016-101 was introduced and placed on first reading by Mayor Kennedy. A Resolution declaring a moratorium on the issuance of building, zoning or engineering permits for wireless telecommunication facilities in the public right-of-way; and further prohibiting any license, similar use permit, variance or development plan approval for said facilities; and declaring an emergency. Councilman Schumann made a motion to suspend the rules requiring three readings and formal committee review. The motion was seconded by Councilman Barker and passed unanimously. MISCELLANEOUS BUSINESS Councilman Barker scheduled a Public Safety, Health & Welfare Committee meeting for Tuesday, October 11, 2016 at 7:00 p.m. to discuss Resolutions 2016-93, 2016-98 & 2016-100. The Safety & Service Director and Law Director are asked to attend.
