MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />NOVEMBER 1, 2016 <br />Present: Council President Jones, Council Members Barker, Brossard, Hemann, <br />Kearney, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Law Gareau, <br />Director of Safety & Service Glauner, Director of Planning & <br />Development Wenger and Human Resources Director Gallo <br />Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The Council meeting minutes of October 18, 2016 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: Second Reading — Ordinance 2016-115. <br />REPORTS <br />Director of Law Gareau: <br />• Offered congratulations to Dan Copfer for passing the bar exam in the State of <br />Ohio and welcomed him to the profession. <br />Councilman Barker, Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, October 25, 2016 at <br />7:36 p.m. Present were committee members Barker, Williamson and Brossard; Council <br />members Kearney, Schumann and Hemann; Mayor Kennedy, Safety & Service Director <br />Glauner and Planning & Development Director Wenger. <br />First on the agenda was 2016-115 an Ordinance amending and re-establishing <br />Section 505.071 entitled "Cruelty to Companion Animals" of Chapter Five of the <br />Codified Ordinances of the City of North Olmsted in order to incorporate new <br />standards and penalties adopted by state law, and declaring an emergency. The <br />State has changed the penalties so Council is changing the code to match the <br />State's code. Very brief discussion with a motion made by Barker to recommend <br />approval by Council which was seconded by Williamson and the vote was 3 to 0. <br />Discussed next was 2016-119 an Ordinance amending Section 955.02 of Chapter <br />955 Sale of Surplus Personal Property of the Codified Ordinances of the City of <br />North Olmsted regarding the procedure for sale of surplus property. Most of the <br />pieces of equipment the City determines is no longer worth using is usually put up <br />
