Council Minutes of 11-01-2016 <br />for sale on Govdeals.gov. Presently anything of value over $1500.00 must come <br />before Council with legislation to put it up for sale. This legislation raises that <br />value to $10,000.00. There was a brief discussion and a motion was made by <br />Barker to recommend approval which was seconded by Brossard and the vote was <br />3to0. <br />• Last on the agenda was 2016-121 an Ordinance amending Section 351.11 of <br />Chapter 351 (Parking Generally) of the Traffic Code, entitled "Parking of <br />Unauthorized Vehicles in Residential and Business Districts; Impounding" in <br />order to prohibit parking of trucks and to otherwise regulate parking vehicles on <br />residential property. Presently when cars or trucks are reported parked on the <br />grass it goes through the Building Dept. One problem Councilman Barker has <br />experienced as well as other Council members is it has to be witnessed by an <br />inspector. Then a letter is sent out and a follow up is done after 48 hours. That is <br />if it is witnessed, a picture can be sent by the complainant but it has to be date and <br />timed stamped. The violation usually happens after City Hall hours so it becomes <br />a difficult enforcement procedure by the Building Department. With this moving <br />into the traffic code it gives the City a tool to help eliminate this problem by <br />ticketing on the spot by a police officer with a fine of $150.00. There was <br />discussion as to how much time will be spent by officers with this problem. It is <br />the opinion of the Safety Director and Councilman Barker that it isn't a huge <br />problem and is usually done by the same offenders. They are confident with an <br />officer just stopping by and asking the violator to remove the car or truck from the <br />grass the violation will be quickly eliminated. The biggest concern is it seems <br />some people feel the Codes do not need to be followed. Parking on the grass isn't <br />a good vision for our City. Councilman Barker is confident this tool will be used <br />sparingly, but it is there if needed. A motion was made by Barker to recommend <br />approval of Ordinance 2016-121 which was seconded by Brossard and the vote <br />was 3 to 0. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, October 25, 2016 at 7:05 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council members Brossard <br />Hemann, Williamson and President Jones; Mayor Kennedy, Finance Director Wenger, <br />Safety & Service Director Glauner, Planning & Development Director Wenger and <br />guests. <br />• Discussed first was Ordinances 2016-102 through 2016-109 these are all notes <br />from previous years. They were for the library, recreation center, sewer system, <br />storm water, road work and Springvale. The Committee voted 3-0 in favor. <br />• Discussed next was Ordinances 2016-110 through 2016-114. These are all new <br />monies to borrow for the rec center, traffic light timing, country club, repaving, <br />Bradley Lift Station and Springvale. The committee voted 3-0 in favor of these <br />ordinances. <br />• Discussed next was Resolution 2016-117 a Resolution directing the Fiscal Officer <br />of Cuyahoga County to pay to the City of North Olmsted, Ohio, during the year <br />2017, all money due and owing said city from any collection source, and <br />declaring an emergency. The Committee voted 3-0 in favor of the resolution. <br />2 <br />
