Council Minutes of 11-01-2016 <br />• The second to last item discussed was Ordinance 2016-118 an Ordinance <br />amending Sections 8 and 9 of Ordinance No. 2002-103 which, inter alia, <br />established fees and charges for emergency medical services rendered by the <br />North Olmsted Fire Department, in order to provide for those revenues received <br />for all services rendered to be paid fifty percent (50%) into the General Fund and <br />fifty percent (50%) into the Emergency Medical Services Fund. This Ordinance <br />allows the administration to divide the fee paid for EMS to half for EMS services <br />and half to the General Fund. The Committee voted 3-0 in favor of 2016-118. <br />• The last item discussed was Ordinance 2016-120 an Ordinance to make <br />appropriations for capital improvements for the City of North Olmsted for the <br />year ending December 31, 2017. This gives the Finance Director another tool in <br />the tool box and the Committee voted 3-0 in favor of it. <br />Councilman Schumann, Chairman of the Building, Zoning and Development Committee: <br />The Building Zoning and Development Committee met on Tuesday, October 11, 2016 at <br />8:05 p.m. Chairman Schumann presided. Present were committee members Barker and <br />Williamson; Council members Brossard, Kearney, Council President Jones; Mayor <br />Kennedy; Planning Director Wenger; Safety Services Director Glauner; Director of <br />Finance Copfer and guests. <br />• 2016-75 an ordinance providing for rezoning. As this was on second reading, Mr. <br />Barker reported out on 2016-75 at the last meeting. This ordinance which will be <br />voted on this evening is tied to CMS 16-6201 Ganely VW, located at 25730 <br />Lorain Road which was also on the agenda October l lt". CMS 16-6201 is the <br />expansion of the existing VW West Side Imports Campus onto three parcels to <br />the east. One curb cut along Lorain, no curb cut on Root Road and curbing around <br />the entire parking area are proposed. In order to satisfy Federal regulations as well <br />as the City's Wetland and Reparian Setback Ordinance, the applicant proposes a <br />super riparian setback of over 100 feet as well as relocation of a ditch and creation <br />of a detention pond. Further, tree planting on the site and the addition of a six foot <br />privacy fence will enhance the northern border which abuts residential property. <br />The setback will be monitored by the West Creek Conservancy and put in a trust <br />by deed. New lighting within code requirements is also proposed. There has been <br />some concern expressed by residents. Mr. Brossard, their Ward Councilman, and <br />Ms. Williamson, Councilwoman -at -Large, have met with them several times and <br />advocated for them to the Planning Commission. There was some talk of a <br />previous agreement to never develop a part of these two parcels. However, no <br />agreement could be found in Council records. To some extent this plan corrects <br />that, as this agreement will be reflected on the deed. CMS 16-6201 was <br />recommended to Council by a vote of 3-0. <br />Councilman Schumann made a motion for acceptance of CMS 16-6201 Ganely VS, <br />located at 25730 Lorain Road with the inclusion of the Planning Commission <br />recommendations including saving of a large elm at the corner of Root and Lorain. This <br />plans passage is subject to lot consolidation and the rezoning Ordinance 2016-75 passage <br />later this evening. The motion was seconded by Councilwoman Williamson and passed <br />unanimously. CMS 16-6201 approved, 6-0. <br />3 <br />
