Council Minutes of 11-15-2016 <br />• The third quarter financial analysis detail and summary revenue and expenditure <br />reports for September 30, 2016 were emailed to Council, Mayor and Directors on <br />November 1. If you have any questions, please do not hesitate to ask. If you'd like <br />to schedule some time in a committee meeting, maybe during budget hearings, I <br />can talk about specific questions or give a general overview. <br />Councilman Barker, Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Wednesday, November 9, 2016 <br />at 7:30 p.m. Present were committee members Barker and Williamson; Council members <br />Kearney, Schumann, Hemann and Limpert; Mayor Kennedy, Finance Director Copfer, <br />Safety & Service Director Glauner, Planning & Development Director Wenger and <br />guests. <br />• Discussed was 2016-124 an Ordinance to allow the upgrade of traffic signals and <br />signal systems along Lorain Road (SR -10) in the City of North Olmsted, and <br />Declaring an Emergency. This is an agreement between North Olmsted and <br />ODOT to let ODOT run the project. Since they have done this numerous times <br />throughout the State it makes sense instead of us trying to reinvent the wheel. <br />After a very brief discussion, a motion was made by Councilman Barker and <br />seconded by Councilwoman Williamson to recommend approval to Council with <br />suspension. The vote was 2 to 0 in favor. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met on Wednesday, November 9, 2016 at 7:40 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council members Hemann, <br />Limpert, Williamson and President Jones; Mayor Kennedy, Finance Director Copfer, <br />Assistant Finance Director Sperling, Law Director Gareau, Safety & Service Director <br />Glauner, Planning & Development Director Wenger, Human Resources Director Gallo, <br />City Engineer, Becki Kovach from the Mayor's Office, Kathi Cole from the Mayor's <br />Court and guests. <br />• Discussed was Ordinance 2016-123. An Ordinance amending the rates of <br />compensation for various administrative and legislative personnel for 2016 to <br />adjust the salary range for the Maintenance and Event Coordinator positions in the <br />Division of Springvale Golf Course (Section 9) to meet federal guidelines; to <br />adjust the salary range for Mayor's Court Support Personnel (Section 4) for <br />uniformity; to adjust the 2017 salary range for part-time Dispatchers (Section 8) <br />to be competitive with surrounding communities; and to otherwise restate the <br />compensation rates and descriptions for various administrative and legislative <br />personnel for the years 2015, 2016 and 2017, and declaring an emergency, as <br />amended. This ordinance increases the pay range for two employees so their <br />wages comply with the updates made to the FLSA overtime regulations. This <br />ordinance also includes an increase in pay range for part-time positions in the <br />City. An amendment was requested to increase the salary range for part-time <br />police dispatchers. The committee voted 3-0 in favor as amended with <br />suspension. <br />3 <br />
