Council Minutes of 11-15-2016 <br />Councilman Kearney made a motion to amend Ordinance 2016-123 to increase the pay <br />range for part-time dispatchers. The motion was seconded by Councilman Schumann and <br />passed unanimously. Ordinance 2016-123 amended by a vote of 7-0. <br />Councilwoman Williamson Chairman of the Streets and Transportation Committee: <br />The Streets and Transportation Committee met on Wednesday, November 9, 2016 at 7:35 <br />p.m. Chairman Williamson presided. Present were committee members Williamson, <br />Hemann and Limpert; Council members Barker, Kearney and Schumann; Mayor <br />Kennedy; Planning Director Wenger; Safety Services Director Glauner; Director of <br />Finance Copfer and guests. <br />• On the agenda was Resolution 2016-125, a Resolution authorizing the Director of <br />Public Service to advertise for bids for the purchase of 5,000 tons of stone for <br />various service department needs throughout the City as detailed in the <br />specifications on file, further authorizing the Mayor to enter into a contract with <br />the lowest and best bidder(s) to purchase said stone, after Board of Control <br />approval and Resolution 2016-126, a Resolution authorizing the Director of <br />Public Service to advertise for bids for the purchase of 5,000 tons of asphalt <br />materials for various service department needs throughout the City as detailed in <br />the specifications on file, further authorizing the Mayor to enter into a contract <br />with the lowest and best bidder(s) to purchase said materials, after Board of <br />Control approval. Director Glauner explained that both of these resolutions are <br />requested annually for the purchase of stone and asphalt for various road projects <br />throughout the year. Councilwoman Williamson made a motion to recommend <br />both resolutions to Council for approval and Councilwoman Hemann seconded <br />both, they passed with a vote a 3-0. <br />Councilman Limpert Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on Wednesday, November 9, 2016 at 7:00 <br />p.m. Chairman Limpert presided. Present were committee members Limpert and <br />Hemann; Council members Barker, Schumann, Williamson and Kearney; Mayor <br />Kennedy; Planning Director Wenger; Safety Services Director Glauner; Director of <br />Finance Copfer, City Engineer DiFranco, Waste Water Treatment Plant Superintendent <br />Blum, Engineering Inspector and guests. <br />• The purpose of this meeting was to provide an update to the committee on efforts <br />to improve water drainage and retention throughout the City over the last three <br />years. The overview provided a list of efforts through large and small projects <br />executed by the City. Highlights included the enhancements at the Waste Water <br />Treatment Plant where connecting storm sewers provided equalization to reduce <br />bypass into Rocky River, improvements at Springvale that will allow the City to <br />control the water level and provide a secondary outlet for the water to run. <br />Through a grant the City is able to implement permeable pavers and a bio <br />retention swale at City Hall, Springvale and the park to provide storm water <br />benefits. Additionally, the City has dredged the ditch from Root to Fitch and <br />replaced culverts at Windsor and Burns roads and increased capacity. The ditches <br />across the middle school and high school property are also planned to be widened <br />as part of the middle school/high school project, which should add retention.
