Council Minutes of 11-15-2016 <br />should help residents both upstream and downstream from the school. <br />Councilman Schumann also wanted to verify that the flow would not be changed <br />along the property and that was confirmed. Councilman Barker and the Service <br />Director also highlighted the Service Department cleaned the ditches twice this <br />year as well as executed a joint project with Westlake to Lebern. <br />• An update was also provided on the retention project at the property at or near <br />Pine School. The City has received bids and the City Engineer expects the project <br />to be completed by mid-April. The project is expected to add approximately one <br />million gallons of retention to that area. <br />• Future projects that have not yet been prioritized were also discussed such as <br />enhancements at Chestnut School, various areas along the Root ditch, Sandy <br />Ridge, Bridgeport and other potential conveyance and culvert projects.. <br />• The City Engineer provided a very nice graphic that showed a holistic view of the <br />projects that hopefully we can leverage somewhere such as the city website or in <br />communications with residents. <br />AUDIENCE PARTICIPATION <br />Jeff Campbell <br />27955 Terrace Dr. <br />North Olmsted <br />Mr. Campbell is a Scout Master of Troop 664 and is also co-director and co-author of the <br />Dover Players Production Somewhere. He wanted to address a letter he received from the <br />City this past spring which discussed potentially moving the Mayor's Court and staff into <br />the Old Town Hall next year. The letter said because of security and interior changes this <br />would prohibit the use of the building for any other purpose. The letter said these changes <br />will take effect January 1, 2017 and was signed by the Service Director. He said Dover <br />Players has had the opportunity to put on new and original plays and musicals at Old <br />Town Hall for the past 15 years. The group would like to see Old Town Hall kept for its <br />original purpose, which was for meetings, lectures, visiting social and art groups, musical <br />productions and performances. He questioned if Dover Player's time has passed and the <br />City has outgrown the local theater. He noted attendance is down, it is hard to get actors <br />to try new material and the group no longer gets newspaper coverage. He also pointed out <br />only half of Council attended his last play about North Olmsted's bicentennial and the <br />latest production no one from Council or the Arts Commission has attended. He said as a <br />resident he likes his city services and applauds a non -tax way of increasing the budget, <br />but with the elimination of Old Town Hall there are no more public spaces that are <br />sheltered from the weather for community gatherings. He asked the City to at least <br />ponder what the City is becoming before eliminating this space for public use. <br />LEGISLATION <br />Ordinance 2016-116 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending various sections of Chapter Nine Fifty of the Codified Ordinances <br />of the City of North Olmsted titled "Urban Forest" for the purpose of (1) removing <br />reference to the previously abolished Architectural Review Board; and (2) reassigning, <br />when appropriate, duties previously assigned to the now -abolished board, and declaring <br />5 <br />
