Council Minutes of 12-6-2016 <br />Councilman Barker, Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, November 29, 2016 at <br />7:30 p.m. Present were committee members Barker, Williamson and Brossard; Council <br />members Kearney, Schumann and Limpert; Mayor Kennedy, Finance Director Copfer, <br />Law Director Gareau, Safety & Service Director Glauner, Planning & Development <br />Director Wenger and guests. <br />• Discussed was 2016-128 an Ordinance accepting a permanent easement on <br />permanent parcel number 234-15-008 from the North Olmsted Board of <br />Education for the purpose of installing and maintaining traffic signal equipment, <br />and declaring an emergency. For Phase 1 of the Traffic Signalization Project it <br />was determined that a portion of some new equipment to be installed at Chestnut <br />School is on school property. So an easement is required to complete that area. <br />Communication has been sent to the School Board and it is being reviewed by the <br />school's legal counsel. A motion was made by Councilman Barker and seconded <br />by Councilwoman Williamson to recommend approval to Council with <br />suspension. The vote was 3 to 0 in favor. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, November 29, 2016 at 7:35 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council members Brossard, <br />Limpert, Williamson; Council President Jones; Mayor Kennedy, Finance Director <br />Copfer, Law Director Gareau, Safety & Service Director Glauner and guests. <br />• Discussed was Ordinance 2016-127. An Ordinance to make and transfer <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2016, and declaring an emergency. <br />This often occurs at the end of the year where the administration must move <br />money around to tweak the budget to finish out the year. The committee voted 3-0 <br />in favor as amended with suspension. <br />The Finance Committee also met on November 9th, 19th and 291h to discuss 2016-122. <br />Present during some or all of these meetings were all of Council, Council President <br />Jones, Mayor Kennedy, Finance Director Copfer, Assistant Finance Director Keith <br />Sperling, Safety & Service Director Glauner, Human Resources Director Gallo, Planning <br />& Development Director Wenger, Springvale Facility Manager Sarah Metcalf, Mayor's <br />Administrative Assistant Becki Kovach, Clerk of Mayor's Court Kathi Cole, City <br />Engineer Pete DiFranco, Waste Water Treatment Plant Superintendent Brian Blum, Road <br />Foreman Dave Demaline, Forestry Foreman Dave Wendell, Safety & Service <br />Administrative Assistant Renee Overstreet, Recreation Center Assistant Commissioner <br />Chris Wetmore and guests. <br />• Discussed was Ordinance 2016-122 which is an Ordinance to make temporary <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2017, and declaring an emergency, as <br />amended. The Mayor and all of the Directors gave a thorough report on the <br />upcoming 2017 budget.
