Council Minutes of 12-6-2016 <br />Councilman Limpert made a motion to recommend the reappointment of David Neville <br />to the Landmarks Commission for a new term starting January 1, 2017 to December 31, <br />2018. The motion was seconded by Councilman Kearney and passed unanimously. David <br />Neville reappointed to the Landmarks Commission by a vote of 6-0. <br />Councilman Limpert made a motion to recommend the reappointment of Julie Nader to <br />the Planning & Design Commission for a new term starting January 1, 2017 to December <br />31, 2021. The motion was seconded by Councilman Kearney and passed unanimously. <br />Julie Nader reappointed to the Planning & Design Commission by a vote of 6-0. <br />AUDIENCE PARTICIPATION <br />Jeff Sturgeon <br />3092 West 231 St St. <br />North Olmsted <br />Mr. Sturgeon wanted to get information on the Northeast Ohio Public Energy Council <br />(NOPEC). He received a postcard from NOPEC that he needed to fill out and return in <br />order to opt -out of its electric plan. He opted -out and he does not really think it is a good <br />thing for the city. He said its rates are mediocre compared to other rates out there and <br />NOPEC has an "F" rating from the Better Business Bureau. He does not like the fact <br />every resident is automatically enrolled unless one opts -out. He said the way you have to <br />opt -out is by returning an index card NOPEC mails you within a certain time frame. It's <br />easy to misplace or lose the card. If you do not opt -out in time, it costs you $25 to cancel. <br />He said it is wrong he is being forced into something he does not want to be in and the <br />process with the index card is flawed. He does not know how long the contract is with <br />NOPEC or if the City gets any incentives for using them. He would like to know if the <br />City receives data on how many stay with them compared to opting out. He said it's a <br />scam and while he thinks one should be able to use NOPEC if they want to, one should <br />not be auto -enrolled and forced to opt -out if they do not want the service. <br />Mayor Kennedy responded saying NOPEC negotiates deals with a lot of the cities in this <br />area and one has the ability to opt -out if they wish. He said the City feels NOPEC gives <br />us the best rates. He said all of the cities around here use them and he has never heard <br />another Mayor question them and there is always a difference of opinions among Mayors. <br />Nevertheless, he said he would be happy to look into it further. <br />Mr. Sturgeon also said his property is up for an easement that is being discussed later this <br />evening and he would like to move it along as quickly as possible. <br />Jeff Campbell <br />27955 Terrace Dr. <br />North Olmsted <br />Mr. Campbell recited the Boy Scout oath and said it is what he teaches his scouts and <br />own children to live by.
