Council Minutes of 1-3-2017 <br />Discussed was 2016-142 a Resolution authorizing the Mayor to purchase for <br />Police Department use three (3) new Ford Utility Police Interceptors and related <br />equipment, all through the State Purchase Program; and further authorizing the <br />Mayor to execute all documents necessary to effectuate such purchase, and <br />declaring an emergency. The three vehicles being purchased through State bid <br />will have an approximate cost of $87,360.00. This is something we do almost <br />every year. A motion was made by Councilman Barker and seconded by <br />Councilman Brossard to recommend approval to Council with suspension. The <br />vote was 3-0 in favor. <br />Councilman Schumann Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, January 3, 2017 at <br />7:05 p.m. Present were committee members Schumann, Barker and Williamson; Council <br />members Brossard, Hemann, Kearney and Limpert; Mayor Kennedy; Safety & Services <br />Director Glauner, Assistant Law Director O'Malley and Planning & Development <br />Director Wenger. <br />• Discussed was CMS 16-7577. Which is for 24821, 24831 and 24841 Brookpark <br />Road, which is Starwood Retail Partners proposed three fast food restaurants. The <br />proposal consists of a new multi -tenant commercial building for three future <br />restaurants to be named later. In the General Retail Business District east of <br />Jared's at Great Northern Mall. The new construction will match the setback of <br />Jared's on Brook Park and will be built with stone, metal and wood simulated <br />Nichiha panels. It will also include a 12 -foot patio surrounded by black metal <br />rails. Council members Brossard and Williamson discussed concerns regarding <br />traffic backups coming off Lorain Road onto Brook Park Road. The committee <br />voted to recommend 3-0. <br />Councilman Schumann made a motion to recommend approval of CMS 16-7577. The <br />motion was seconded by Councilman Barker and passed unanimously. CMS 16-7577 <br />approved by a vote of 7-0. <br />Councilman Barker made a comment with his yes vote. The fast food restaurant is <br />actually fast casual. <br />AUDIENCE PARTICIPATION <br />No comments. <br />LEGISLATION <br />Ordinance 2016-132 introduced by Mayor Kennedy and was given its third reading. An <br />Ordinance amending Section 135.02 Titled "Director of Finance" of Chapter 135 of the <br />Administrative Code Titled "Department of Finance" in order to update obsolete code <br />references. Councilman Kearney moved for adoption. The motion was seconded by <br />Councilman Barker and passed unanimously. Ordinance 2016-132 adopted 7-0. <br />2 <br />
