Council Minutes of 1-3-2017 <br />Resolution 2016-134 introduced by Mayor Kennedy and was given its third reading. A <br />Resolution authorizing the Director of Planning and Development to advertise for bids <br />for the award of a contract to provide construction services for the Springvale <br />Improvement Project Phase I as detailed in the specifications on file in the Department of <br />Planning and Development, and authorizing the Mayor, following approval of the Board <br />of Control, to contract for the same with the lowest and best bidder. Councilman Brossard <br />moved for adoption. The motion was seconded by Councilman Kearney and passed <br />unanimously. Resolution 2016-134 adopted 7-0. <br />Councilman Limpert made a comment with his yes vote. Springvale is an asset to this <br />City and its residents. While I'm resistant to further debt obligations that Springvale <br />maintains, I understand that Springvale needs updates to remain viable. I look forward to <br />hearing more about how future phases of the project evolve. I would ask my fellow <br />Council members and Administration be thoughtful so that Springvale does not become a <br />liability to our City. <br />Resolution 2016-135 introduced by Mayor Kennedy and was given its third reading. A <br />Resolution authorizing the Director of Planning and Development to advertise for bids <br />for the award of a contract to provide construction services for the Country Club <br />Boulevard Streetscape Project Phase II as detailed in the specifications on file in the <br />Engineering Department, and authorizing the Mayor, following approval of the Board of <br />Control, to contract for the same with the lowest and best bidder. Councilwoman <br />Williamson moved for adoption. The motion was seconded by Councilwoman Hemann <br />and passed unanimously. Resolution 2016-135 adopted 7-0. <br />Resolution 2016-136 introduced by Mayor Kennedy and was given its third reading. A <br />Resolution authorizing the Director of Public Service to advertise for bids for the award <br />of a contract to provide construction services for the Community Cabin Improvement <br />Project, as detailed in the specifications on file in the Department of Public Service, and <br />authorizing the Mayor, following approval of The Board of Control, to contract for the <br />same with the lowest and best bidder. Councilman Brossard moved for adoption. The <br />motion was seconded by Councilman Kearney and passed unanimously. Resolution <br />2016-136 adopted 7-0. <br />Ordinance 2016-137 introduced by Mayor Kennedy and was given its third reading. An <br />Ordinance amending Section 331.42 of the Traffic Code in order to correct an obsolete <br />reference to the Ohio Revised Code. Councilman Barker moved for adoption. The motion <br />was seconded by Councilwoman Williamson and passed unanimously. Ordinance 2016- <br />137 adopted 7-0. <br />Resolution 2016-142 introduced by Mayor Kennedy and was given its second reading. A <br />Resolution authorizing the Mayor to purchase for Police Department use three (3) new <br />Ford Utility Police Interceptors and related equipment, all through the State Purchase <br />Program; and further authorizing the Mayor to execute all documents necessary to <br />effectuate such purchase, and declaring an emergency. Councilman Barker made a <br />motion to suspend the rules requiring three readings as this was discussed in Committee <br />and it is important to get this order into Columbus. The motion was seconded by <br />Councilwoman Williamson and passed unanimously. Councilman Barker moved for <br />3 <br />
