MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />FEBRUARY 7, 2017 <br />Present: Council President Jones, Council Members Barker, Brossard, Hemann, <br />Kearney, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Human Resources Director <br />Gallo, Law Director Gareau, Director of Safety & Service Glauner, Clerk <br />of Council Massarolo, and Director of Planning & Development Wenger <br />Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The Council meeting minutes of January 17, 2017 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: First Reading — Ordinance 2017-18. <br />REPORTS <br />Mayor Kennedy: <br />• The annual State of the City luncheon is Thursday, February 16 at Springvale <br />Ballroom. Doors will open at 11:30 a.m. and lunch will be served at Noon. <br />Tickets are available for purchase at the North -Olmsted website. <br />• City offices will be closed on February 20 for President's Day. <br />• The Princess Ball is scheduled for Springvale on Sunday, February 26 from 5 to 7 <br />p.m. Tickets are $7.00 and can be purchased on our website. <br />• The Fish Fry's at Springvale will start March 3 and we will be working with <br />volunteer organizations and encourage people to come out to support them and <br />Springvale. <br />Director of Law Gareau: <br />• At the last meeting, I spoke about The City of North Olmsted v. S.J. Relax Inc. this <br />is the massage establishment operating on Lorain Road just east of Clague Road. <br />The City had filed a lawsuit for an injunction and a preliminary injunction to shut <br />them down unless they had a license. The matter went to a hearing on Friday with <br />Director Glauner and Assistant Law Director O'Malley. The court ruled in the <br />City's favor as to one of the entities, Lorain Relax, Inc., and it's my understanding <br />they will no longer operate unless they have a license in the City of North <br />Olmsted, which they did not have. It is also my understanding at this point they <br />have ceased operations and will be relocating outside the City of North Olmsted. <br />• In Virginia Sopko v. James Saumer: this is the house in the vicinity of Saint <br />Clarence on Lorain Road. It's on the south side of the street. It's a quarter house <br />so to speak. There is just junk all over the front yard. We have been dealing with <br />
