Council Minutes of 2-21-2017 <br />• No Report <br />Councilman Kearney Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, February 14, 2017 at 7:00 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council members Brossard and <br />Limpert; Council President Jones; Mayor Kennedy, Director of Human Resources Gallo, <br />Assistant Law Director O'Malley, Director of Planning & Development Wenger and <br />guests. <br />• Discussed first was Ordinance 2017-12. An Ordinance to make appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the <br />year ending December 31, 2017, and declaring an emergency. The Budget <br />Hearings were held in late 2016 and the Ordinance was discussed at great length. <br />The Finance Director has made some minor amendments. The committee voted 3- <br />0 in favor of recommending the Resolution, with suspension as amended. <br />Councilman Kearney made a motion to amend Ordinance 2017-12. The motion was <br />seconded by Councilman Schumann and passed unanimously. Ordinance 2017-12 <br />amended by a vote of 6-0. <br />• Discussed next was Resolution 2017-13. A Resolution authorizing the Mayor to <br />purchase a new Ford F-650 truck and related equipment from Valley Truck <br />Centers at a cost of $70,375.00, through the State Purchase Program; and further <br />authorizing the Mayor to execute all documents necessary to effectuate such <br />purchase. The committee voted 3-0 to add an emergency clause. <br />Councilman Kearney made a motion to amend Resolution 2017-13 to add an emergency <br />clause. The motion was seconded by Councilman Schumann and passed unanimously. <br />Ordinance 2017-13 amended by a vote of 6-0. <br />• Discussed next was Resolution 2017-14. A Resolution authorizing the Mayor to <br />purchase a new Ford F-150 Truck at a cost of $26,908.65, through the State <br />Purchasing Program; and further authorizing the Mayor to execute all documents <br />necessary to effectuate such purchase. The Committee voted 3-0 to hold <br />Resolution 2017-14 in Committee, which was tabled tonight. <br />• Discussed next was Resolution 2017-15. A Resolution dispensing with the RFP <br />process and authorizing the Mayor to enter into a contract with the Sindyla <br />Consulting Group LLC for the purpose of providing legal and consulting services <br />related to the telecommunication industry, including negotiation of agreements for <br />the location of cell towers on City owned properties. Mr. O'Malley stated the City <br />has dealt with this group in the past and they have expertise in this area. The <br />Committee voted 3-0 to recommend to Council. <br />• The last item discussed was Resolution 2017-20. A Resolution dispensing with <br />the RFP process and authorizing the Mayor to enter into an agreement with the <br />Senior Transportation Connection of Cuyahoga County to provide for, among <br />other services, senior citizen transportation services, and declaring an emergency. <br />Both the Mayor and Finance Director spoke to the great job this company <br />2 <br />
